?... <br />-?-a <br />slopes to a yard drain. Mr. Tallon explained to the audience what yard drains were and how <br />they work. He also assured the auclience that the North Olmsted,Engineering Department <br />would make sure Wellington complied to the City of North Olmsted's Codes before they are <br />allowed to build. Mrs. Toyama came forward and expressed a concern for her families safety <br />as well as her grandchildren's and the neigb.bors. Mrs. Toyama feels a fence should be put up. <br />She is also concerned how close the parking lot is to her house, and would like to see the <br />parking lot moved. She does not want to see the lights or be distu.rbed any more then she is <br />going to be akeady. Mr. Paton of Mastick Road came forward and expressed a concern <br />about what trees would be left as there are a few by his lot that are dead and should be <br />removed before they fall and do damage. Mr. Geiger of Mastick Road expressed a concern <br />about the lighting. He would like to know how an Assistant Living Facility could be placed in <br />tlus zoning. Mr. Tallon suggested City Council has stated that senior housing is acceptable in <br />this zoning (similar use). Mr. Conway stated there are many uses permitted in residential as a <br />conditional use, including Nursing Homes, and things of that nature, if the City deems it's a <br />good fit. Senior Housing is definitely described in our zoning code if you have questions you <br />are welcome to look at it. Mrs. Troibner came forward and s»mmarized the previous <br />concems addressed by her neighbors. Mr. Nicola of Clague Road asked what other phases <br />would be added, and how many phases in all would be added. Mr. Bower reviewed phase 2 <br />for Mr. Nicola and suggested there will be a phase 3 but no plans were available for this <br />phase. Mr. Nicola asked why not just build a single floor building. Mr. O'Neil suggested the <br />reason for the three stories is because the corridors are smaller aud the common spaces are <br />more accessible. Mr. Nicola asked if phase 2 and 3 would have the same size building. Mr. <br />O'Neil answered phase 2 is on the plans and phase 3 has not been determined. The 2nd phase <br />will be tailored based on the type of people that are admitted during the first phase. Mr. <br />Nicola stated he questions the number of units in each phase because if they are just <br />apartments then he can only have 168 apartments on this parcel. If he has 63 units in this <br />building and 63 units in phase 2, and then puts up a 3rd building with 63 u.nits he is over his <br />limit. Some of Mr. Nicolas concems addressed fees other then rent fees, i.e. gas bill, cable, <br />and telephone. Mr. Nicola gave a handout to each of the board members up-dating wet land <br />information. He addressed a 1997 core of engineers manual that states all notices and permits <br />on previously undeveloped land must be reissued their permits. I only bring this up because at <br />the last meeting the board asked Mr. Bower if he had any wet land concerns and he told you <br />no. But in fact he does. Mr. Bower came forward and addressed the wet land issue. He <br />assured the board that they have spoken to the core of engineers and have received an <br />application that they will be taking care o£ Mr. Mingus came forward and summarized the <br />concems of the neighbors again and asked the board to please make them build responsibly, <br />and ask the board to please protect the community. Mr. Nicola again came forward and <br />suggested that he had gone to the Bradley facility and it is a Nursing Home, with a locked <br />Alzheimer's ward. They told you at the last meeting they had experience runuing this type of <br />facility from rnnning the Bradley place, but the Bradley facility is a Nursing Home. Mr. <br />Vannoy of Clague Road expressed his concems regarding the increase in traffic to Clague <br />Road that this facility would bring. If a road goes in across from me, I will redo my <br />landscaping so when these cars come up on my lawn they will hit gravel and steal beams or <br />what ever else I can put there. I would like to see something done about the light if a road <br />goes in here, and you should tliiuk of changing this road to a one-way street. <br />6
