Tallon motioned to accept the proposal of Developers Diversified Realty Corp. (Home <br />Depot): Great Northern Shopping Ctr., a proposal consisting of receiving the approval of the <br />new store front, and re-stripping of parking lot with the following recommendations: rear <br />building lights are to be shielded with no glare to the rear neighbors a cut of that fixture should <br />be presented at the B.Z.D. meeting; there is to be a striped walk way out from either side of tlie <br />lumber door to each end and run along the inside of the center curb; storage of all materials, <br />pallets, any merchandise, etc. should be inside the building; the pedestrian walkway should not be <br />blocked by any merchandise; sales outside the rear of the building inclusive of the parking lot are <br />not to be used for retail; and the signs are to be in cooperation with the city in the developers <br />presentation of a sign proposal for the entire shopping center so that the signs conform to each <br />other and meet the codes of the city of North Olmsted. The clerk noted the B.Z.D. committee of <br />council will hear this proposal on June 16, 1998 at 5:00 P.M. The motion was seconded by T. <br />Brennan and uuavimously approved. <br />2) Wellington Place (Assisted Living) <br />Location is on the south side of Brookpark Road, west of Clague Road and north of Mastick <br />Road. Property fronts on Brookpark Road, Clague Road, and Mastick Road. <br />Proposal to construct senior housing facility. <br />Mr. Bower presented the proposal which included 63 assisted living units in this proposed first <br />phase of a multi phased project. He introduced Mr. O'Neil, representing the assisted living <br />company; Mr. Crawl, civil engineer; and Mr. McGettrick, architect. Mr.,O'Neil advised he <br />operates a nursing home which includes an assisted living facility. He explained assisted liviug is <br />a growing commodity and there are basically two models: a social model and a medical model. <br />This proposed development followed the medical model as the care a person might need will be <br />provided for them in a residential setting. The facility would attract people that cannot drive and <br />possibly handicapped people. Residents would be provided with transportation provided at the <br />facility. Mr. Tallon questioned if the units are in "apartment-like" settings. Mr. O'Neil agreed <br />they would be residential in nature and fully carpeted. The only difference may be the bathroom <br />within the units are slightly larger than the typical residential unit in an effort to accommodate a <br />handicapped person. Mr. O'Neil confirmed residents would have to bring in their own furniture. <br />Mrs. O'Rourke questioned if the facility would provide temporary services. Mr. O'Neil advised <br />a resident would typically move into this facility permanently and discontinue their lease or sell <br />their previous home. Mrs. O'Rourke questioned if residents would be separated according to the <br />amount of assistance required. Mr. O'Neil confirmed some residents that may suffer from <br />confusion would be separated from those that are alert, however that would be the only <br />segregation. The purpose of that segregation would be so that they can care for the less alert on <br />a more individual basis. W. O'Neil continued units would be rented out and there are not any: <br />up front endowment fees, long term leases, or contracts. He confirmed there would be single and <br />double units. Mr. Tallon questioned if there would be any green recreation space outside the <br />facility for the enjoyment of the residents. Mr. O'Neil explained, due to the weather in the area, <br />residents in this type of facility do not spend too much time outdoors, however, the outdoor <br />congregation area will center around the front porch. Mr. Tallon requested that the developer <br />identify the location of the porch. Mr. Brennan questioned if anyone in this facility would have <br />the opportunity to be federally subsid.ized.
