He clarified the architectural review <br />board did not approve of the counter proposal presented tonight. <br />B) Ascension Lutheran Church, 28081 Lorain Road <br />Proposal to construct building addition, this is for phase one only. Heard by plauuing commission <br />March 10, 1998. Heard by board of zoning appeals March 26, 1998. Proposal has not been refened <br />to architectural review board. <br />Ms. Kopko, architect, presented material samples and a revised photometric's report for phase one as <br />plauuiug commission requested at the last meeting. She noted the intent was to match the existing <br />brick building to create a uniform look. The photometric's included a diagram of the fixture and a <br />point by point submittaL Mrs. Kopko elaborated the figures are in foot candles. She noted the <br />lighting companies submittal is not accurate to the site plan as the parking lot is slightly larger <br />therefore when you get to the edge of the page it is still inside the boundary. A two headed fixture, <br />with a 250 watt metal halide light, mounted at twenty feet was shown on the report submitted. Some <br />of the discussion at this point was not audible. Mr. Tallon announced he would like to see some <br />shielding for the lighting as the numbers appear lugh: Mrs. Kopko explained the high numbers shown <br />were going to the sides and not the back. The members had no problem with the submittaL <br />R. Tallon motioned to approve the proposal of Ascension Lutheran Church, 28081 Lorain Road, for <br />phase one only and refer the proposal to the architectural review board on Apri122, 1998 at 5:30 P.M. <br />and this motion will contain any additions that the architectural review board recommends so that it <br />will not have to come back to planning commission but can be referred to the B.Z.D. from <br />architectural review board. The motion was seconded by T. Brennan and unanimously approved. The <br />clerk announced an adclirional four sets of plans would be needed for architectural review board. Mr. <br />Tallon mentioned architectural review board will also want to see material samples and cuts for <br />lighting. <br />C) Duukin' Donuts, 26963 Lorain Road Revised proposal to construct building addition with site improvements, landscaping and parking lot <br />renovations. Submission dated March 31, 1998 removes drive-thru window and there are sign <br />changes, etc. Referral to board of zoning appeals required for special permit and variances. Proposal <br />has not been referred to architectural review board. ' <br />Mr. Bomstein, architect presented the proposal. Building Commissioner Conway explained tlus is <br />returning to planning commission before going to the board of zoning appeals because there were <br />significant changes since the March 10, 1998 submittal. Mr. Bomstein advised the changes include: <br />remoying the drive-thru; moving the walk-in cooler to the north side of the building; adding a ramp for <br />deliveries on the west side of the building; there will be one monument sign to replace the existing pole <br />sign; two directional signs without a logo; and additional landscaping along the north side of the walk <br />in cooler, the south side of the building, along with some evergreens around the dumpster area. Mr_ <br />Koeth questioned how deliveries would be accommodated. Mr. Bornstein advised the truck would <br />pull in the entrance area and there will be a ramp at the back door to accommodated the deliveries. <br />Mr. Koeth confirmed the delivery man would walk along the sidewalk and the banks parking lot would <br />not be used for deliveries. Mr. Tallon questioned the extent of the variances. Mr. Conway advised <br />variances will be needed for the monument sign which is in the thiriy five foot triangle and three feet <br />from the right-of-way, as well as an eight foot variance for location of the directional signs. He noted <br />obviously variances will be needed for the setbacks as almost nothing conforms on this lot. Mr. Tallou <br />clarified the size of the signs conform it is the location that does not meet the requirements of the <br />code. Mr. Brennan noted on the east elevation there is a nigb.t watclunan type light fixture over the <br />back door and this would be a great opportwuty to put in a full shield wall pack so that there is not a
