Several neighboring residents <br />came forward to review the plan. An unidentified resident expressed concems about inadequate <br />parking. Mr. Conway explained the number ofparking spaces needed depends on the number of seats, <br />there are sixteen seats so eight parking spaces are required. Thirteen parking spaces are shown which <br />does conform to code requirements. Mr. Bornstein clarified the seating has been reduced by fourteen <br />as there are thirty seats existing. There were no further questions. <br />R. Tallon motioned to approve the revised proposal dated March 31, 1998 of Dunkin' Donuts, 26963 <br />Lorain Road to construct build.ing addition with site improvements, landscaping and parking lot <br />renovations; refer the proposal to the architectural review board meeting of April 22, 1998 at 5:30 <br />P.M.; refer the proposal to the board of zoning appeals May 7, 1998 at 7:30 P.M. and recommend that <br />the board of zoning appeals grant the, variances as because of the nature of the lot there is not much <br />that can be done about the setbacks. 'This recommendation shall include any recommendations of tlie <br />architectural review board so that the proposal will not have to return to planving commission and <br />can be referred directly to B.Z.D. committee of counciL The clerk noted all interested parties should <br />take note of the Apri122, 1998 architectural review board meeting as notification is not required. The <br />motion was seconded by R. Koeth and unanimously approved. . <br />D) St. Clement Macedonian Church, 31134 Lorain Road <br />Request conditional use permit to operate a church in a general retail district. <br />Mr. Vodanofl? architect, presented the proposal and displayed an enlarged colored rendering. Mr. <br />Tallon identified the location of the property. Mr. Vodanoff advised the high power C.E.I. lines cross <br />over this property as there is an easement. Mr. Koeth questioned if there is a problem with the <br />easement. Mr. Vodanoff explained he has spoken with representatives from C.E.I. and there are <br />guidelines such as: they cannot build under the easement and access will have to be accommodated. <br />Mr. Koeth noted the proposed church would be a later phase and questioned if it is too close to the <br />easement. Mr. Vodanoff advised there would be approximately a twenty foot distance between the <br />build.ing and the easement. He noted they asked C.E.I. for direction as to how far away from the <br />easement they are permitted to build, but could not get a definitive answer on the distance. Mr. Koeth <br />questioned if parking is permitted undemeath the easement. Mr. Vodanoff afiirmed that parking <br />would be permitted per C.E.I., but buildings are prolubited under the easement. He noted there was <br />some concem expressed by C.E.I. regarding the grade. Mr. Tallon questioned what is directly to the <br />east of the property. Mr. Vodanoff confirmed there is a residence in that location. Mr. Brennan <br />questioned if the intent is to retain the existing house. Mr. Vodanoff explained that is a debatable <br />issue at this time. He elaborated the house may be renovated and coloverted into the pastor's <br />residence. Mr. Vodauoff eaplained this property is loaded with trees as across the front of the <br />properiy there are so many trees that the building may not even be visible. He noted the land drops <br />away so much that they may have to have a pumping lift station to prevent the water from rnnning into <br />the building. There will be approximately three feet of constructed earth to build the first phase on <br />and possibly the church as well. Mr. Vodanoff advised the church hall will be built on a constructed <br />engineered plain as that will solve a lot of problems. Mr. Tallon questioned if the retention culvert is <br />enclosed. Mr. Vodanoff explained that it will have to be closed and will be engineered later. Building <br />Commissioner Conway clarified this is a split zoned lot and a triangular portion of the parking lot is on <br />residential property, therefore the conditional use request is for both the residential and retail zoned <br />area. Mr. Vodanoff confirmed he was aware the remainder of this property is zoned residentiaL Mr. <br />Koeth questioned the size of the congregation. Mr. Kozinski, representing the church, advised this <br />church was formed in 1978 and has grown from thirty families to over seventy fa.milies and the <br />congregation has outgrown the current facility in Avon. He noted it was time to bu.ild a larger church
