Mr. Tallon noted there <br />are only about twenty-four spaces on the residential land and wondered if the spaces could be <br />"eliminated. He clarified there would be about 125 spaces left over. Mr. Vodanoff advised the parking <br />is set up at ten foot by eighteen increments,, and he did not have a problem with the suggestion but <br />asked the building commissioner if there would be enough parking to meet zoning. Mr. Conway <br />advised 169 spaces are needed, but if the spaces are reduced to nine it would meet the parking count. <br />Mr. Tallon suggested doing whatever it takes to keep the residentialland green such as landbanked <br />parking. Mr. Vodanoff agreed to look into this suggestion and mentioned using a certain type of <br />block called grass green, that would allow the grass to grow through and wondered if that would be <br />acceptable. Mr. Conway noted that was suggested in a couple places, but he was unsure if anyone <br />ever followed through with the suggestion. Mr. Brennan questioned what the church hall would be <br />used every day of the week for such things as Bingo etc. Mr. Kozinski confirmed the church hall <br />would be availabTe for rental only and will most likely be utilized on weekends and Fridays. Chairman <br />Tallon opened up discussion for audience participation. Councilmau Nashar noted an explanation <br />wasn't made for the structure of the building. Mr. Tallon advised this is for conditional use only as the <br />building will have to come back t.a later date. There were no further questions. <br />R. Tallon moved to grant St. Clement Macedonian Church; 31134 Lorain Road their request for <br />conditional use permit to operate a church in a general retail district. The motion was seconded by T. <br />Brennan and unauimously approved. This request for conditional use permit is subject to council <br />approval and will be heard by the B.Z.D. committee of council on Apri120, 1998 at 6:30 P.M. <br />E) Auto Body Services Inc., 28415 Lorain Road . <br />Request condirional use permit to operate an Auto Repair facility in a general retail clistrict. <br />Mr. 1Vi'ills, attorney, presented the proposal and noted there is a revised version which has been <br />reduced somewhat. He provided the audience members with a copy of this revised version. Mr. <br />Kovacek, the owner, would like to create a state of the art auto repair facility. Mr. Mills advised <br />mounding and trees will be implemented to provide a shield for neighboring properties. He noted <br />prior to 1991 a conditional use permit would not have been required for this type of facility. Mr. <br />Brennan questioned what will be done to buffer the residents from the vehicles as well as the noise <br />from this type of operation. Mr. Mills explained there will be an area to the rear of the shop where the <br />cars waiting to be worked on will be parked. Most of the cars at any given time will be housed within <br />the building. Mr. Mills noted cars will not be permitted after hours and any such vehicles will be <br />required to be held at an impound lot until regular business hours. He agreed there would be noise <br />associated with this type of operation however this type of business is far more regulated than in the <br />past. Mr. Tallon stated when the building proposal returns, he would like to discuss this in more <br />detail, however, in the past the commission has required body shops to fence in the area where the <br />wrecked vehicles will be stored. Mr. Mills had no problem accommodating this suggestion. Mr. <br />Tallon explained the acoustics to the rear of the building should be increased to prevent the noise from <br />getting out, therefore access to the building from the rear should be restricted. He also encouraged <br />the developer to have some mounding to buffer the residential area. Mr. Mills advised they are <br />working on three foot mounding with six foot trees. Mr. Tallon opened up the cliscussion for audience <br />participation. Councilman Nashar noted the representative mentioned state of the art painting, and he <br />wondered how the air and noise pollution will be controlled. He requested that the mounding be <br />increased to five feet with the trees and board on board fencing to minimi?e the fumes. Mr. Tallon <br />advised this can be addressed when the developer comes back with more detailed plaus as this meeting <br />is sinnply for the conditional use-permit. Ms. Huska had concerns about this proposal compounding <br />the existing conditions including: noise from the streets; flooding in this area; noise/air pollution from <br />the existing businesses, etc. She did not believe this is the appropriate place for such a business
