1 <br />the Rec. Center. Mr. Tallon stated the Rec. Center is open at night do you plan on putting lights <br />out there or anything like that. Mrs. Thomas stated I'm not sure. Mr. Tallon stated the problem <br />you have there is the later it is open the more it disturbs the residents. Mrs. Thomas stated I <br />understand and I believe there is a peace ordinance that sets a time. Mr. Tallon stated one of the <br />things we are trying to accomplish is to get the kids out of the shopping centers and if you close <br />this down at sundown then they will go right back to the shopping centers. Mrs: Thoma.s stated <br />it is a safety issue, and keeping them away from the malls this is not a guaranty but at least they <br />can be told were they need to be going "Siot just you can't be here". Mr. Brennan stated my <br />concern is that we are tying to create an adult solution to a situation were skate boarders are a <br />totally digerent culture, they like hanging out in corner and 'm front of places and you are not <br />going to spend all kinds of money on this park and automatically expect them to go to it, there is <br />no guaranty that it will be used. Mr. Tallon stated I think it would be used and I'm not aware of <br />how many skaters there are in North Olmsted but a see a lot of them, is it going to be big enough, <br />or is it to big what. Mrs. O'Rourke stated would this be unsupervised like a tennis court. Mrs. <br />Thomas stated yes it would be like using the tennis courts at the North Olmsted park, both of the <br />parks that I visited are unsupervised, I have their phone numbers if you would like to _speak to <br />them, one of them is right behind their City Hall in Independence, and they have not had any <br />problems and they do use it, the indoor one which is Chango World in North Ridgeville, has a <br />waiver for you to sign and a parent must bring you and sign the waiver, the company that builds <br />these ramps will fly out here with the equipment and put it together themselves, they prefer to put <br />it together themselves, and the cost of that is in the final package price. Mr. Brennan believed it <br />was a good idea to provide this but was concerned about drainage and believed a location should <br />be established (detailed plans). Mr. Tallon agreed this is something that should be addressed and <br />we need to loak at the layout of the whole property (Rec. Center) to see what kind of space is <br />available and what kind of buffers there are, of course it will be up to the city as to how they will <br />get the Idds in and out and keep things from being damaged, set the hours of operations that type <br />of things. Mr. Brennan stated you will have to control the amount of noise you will get boom = <br />box's. Mrs. Thomas stated I understand rules are rules. Mr. Rymarczyk stated would you have <br />to make a zone niling on this being it is not specifically called off . Mr. Dubelko stated no this is <br />City owned property and the City is not subject to the zoning codes. Mr. Rymarczyk stated if this <br />is were it would definitely be going. Mr. Dubelko stated the Rec. Center is City properry correct, <br />then the city is exempt. Mrs. O'Rourke asked have you looked 'mto any other locations. Mrs. <br />Thomas stated by the new fire station but it is close to Lorain Road, or Clague Park, that is how I <br />first got started with all of this and it would be secluded at Clague Park. Mayor Musial asked <br />Chairman Tallon if he could say a few words on behalf of the- park. Mr. Tallon stated please go <br />right ahead Mayor. Mayor Musial stated I'm very much in favor of a skate board facility being <br />constructed in North Olmsted and I recommended to Mrs. Thomas that she should introduce the <br />concept to the Planning commission so a dialog could be established on this project, I believe <br />tomorrow the project proposal will be made to the Recreation commission and they are going to <br />look into the various locations, this may or ma.y not be a good location we will have to rely on the <br />experience and the feelings of the recreations commission, but I feel on balance it is a good <br />project and it is a situation that we are m that there are going to be a considerable numbers of <br />dollars that will be raised by the children and through fwid raising efforts by Mrs. Thomas the City <br />involvement obviously will be there in order to direct the location, rules & regulations, and being <br />involved through the service department with the regards to the installation of the tubing and the
