Rymarczyk indicated that Star Bank is an independent business within Giant Eagle and they will
be allowed by the zoning code to have a sign on the building. Mr. Yager suggested he would
like to see consistency regarding height and color if a bank sign or pharmacy sign is put in place
so it doesn't play as being their own sign. Mr. Yager asked the board members how they felt
about the gap between the Video and the last tower. Ms. Schulz suggested the gap doesn't
bother her, but the area by the Video Play needs something vertical. Mr. Yager suggested
pilasters or something that would add to the area. Mr. Zergott asked if the Video store
continued to the corner of the building. Mr. Crook indicated it did go to the corner of the
building. Ms. Schulz suggested bringing out a couple of columns which would bring out the
small area like the Pharmacy or Star Bank columns. Mr. Crook indicated there is a store that
was done in Parma were they used pilasters to tie things together. Mr. Yager suggested Mr.
Liggett reviewed the Video area with Mr. Crook so he would like to bypass that area and focus
on the area in between Giant Eagle and Video Play. Mr. Yager suggested a horizontal dark tile
color that would fade away so it doesn't present the regiment of it being a long distance, or
maybe some vertical reveals that are nice and quite, in control joints to fill that gap. Mr. Liggett
suggest using trees to fill the gap, using planters could break it up. NIr. Yager asked if the carts
would be kept inside the building. Mr. Crook suggested that is the main reason for the vestibule.
Mr. Zergott asked if there were any questions from the audience. Mr. Hoelter who lives behind
Water Tower Square indicated he had a few questions. Mr. Hoelter suggested he was interested
in the functional part of the store such as, the delivery areas, and compactor areas noise
abatement things of that nature. At the Planning commission meeting they were asked to enclose
the trash compactor with one end left open for the trucks to pull into he believed it to be the
eastern dock. Mr. Papandreas indicated just so the board knows everything going on behind the
shopping center is virtually going to stay the same, there is no new improvement going on.
There is one trash compactor that is going to pick up one of the bays of the former Sport Mart.
The trash compactor is being placed down in the well behind a screened wall that is there now.
Mr. Hoelter asked if Mr. Papandreas was indicating they were not going to roof it in. Mr.
Papandreas suggested that is not what he was saying, we are just identifying were it will be. Mr.
Hoelter suggested the concern is the noise as well as the smells. His other concern is there has
never been refrigerated trucks in this area and the refrigeration units on a truck are very high.
He believes it would be above the noise barriers that are behind the building and to the north of
the building. He would like those areas elevated as right now the walls are an acoustical
sounding board. When they were building this center there was a small generator that ran 24
hours a day and he could hear it better in his bedroom then what he could standing next to it,
because of the acoustics of the building. He is trying to protect himself from this noise.
Refrigeration units are on top of the trucks and that is what he would like to eliminate. Mr.
Yager asked what Mr. Hoelter was proposing be done. Mr. Hoelter suggested raising up the
walls that are in the back, with brick or concrete. He would like the wall brought to an elevation
that is high enough so that the trailer will be totally behind the wall so any noise that comes out
will hit the wall and be reflected up so it doesn't carry over to the homes. Mr. Crook indicated
the walls are currently at 8' feet the maximum would be 14' feet. Mr. Yager asked Mr. Crook if
he could raise the walls. Mr. Papandreas suggested the dock is recessed so there is a depression
of 3' feet. In addition the wall at it's highest point is 8' feet and there is a 12' foot mound in the
back also. Mr. Zergott questioned how heavily is the landscaping at this time. Mr. Crook
suggested the pictures are take from above. Mr. Liggett questioned if the refrigeration trucks
would be limited to the truck dock that faces the street, and not the back of the property. Mr.
Crook suggested both docks would be used. Mr. Hoelter suggested setting limits don't work on
truck drivers as they deliver when it is convenient for them even if it is 3:00 a.m.. Ms. Schulz
6
