?• .. ,
^ asked if the store would be a 24 hour operation. The clerk suggested Ms. Schulz was correct.
Mr. Yager suggested there are two possible ways to solve this. One is to build the masonry up
which would accommodate Mr. Hoelters concerns; another way is to provide X amount of trees
of a certain size and give them to Mr. Hoelter and let him place them where he thinks it might
take care of the sound problems. Mr. Yager repeated his suggestion of taking 5 trees that have
a 3" inch caliber so Mr. Hoelter could get up 18' feet and plant them somewhere behind the
board on board fence which would help absorb the sound. Mr. Zergott asked Mr. Papandreas
how high he could build the wall, were it would deflect more noise up instead of out. Mr.
Crook suggested there would still be noise reflecting off the wall, and the higher they get you
would have to tie it back to the building, for bracing. Mr. Yager questioned if that would solve
everything, first of all trash compactors are not that noisy only when you open it up and take the
stuff out. Mr. Papandreas suggested he would be concerned going onto Mr. Hoelters property
for one thing and if they are going to screen he would be more inclined to raise the wall a couple
of feet . Mr. Crook suggested the trucks that will be making the deliveries will conform to the
City's hours, Giant Eagle owns the trucks and they control when and how they deliver. Mr.
Crook has been informed they will only get three deliveries a day none on Wednesdays or
Sundays, the rest of the deliveries are small truck such as Pepsi, and they will deliver in the back.
Mr. Yager asked Mr. Hoelter if his concerns would be relieved if they raised the wall 2' or 3'
feet. Mr. Hoelter suggested that portion of his concerns yes. Mr. Rymarczyk asked about
sound baffles a couple sound baffles would help. Mr. Hoelters suggested in the future use an
architectural stager or something else to break up the noise. Mr. Yager indicated if you look at
newer buildings this is better then most in the City they have tried to baffle the noise and are
' trying to work with you now. Mr. Yager suggested Mr. Papandreas use sound baffling or raise
the wall up which ever works because there're a lot of acoustical products that could solve this
visually and acoustically and suggested it might be because Mr. Hoelter sees the trucks that
makes the noise more pronounced. Mr. Hoelter suggested he doesn't see the trucks he just hears
the trucks. Mr. Zergott suggested he lives by a place that has deliveries at night so he
understands what Mr. Hoelter is concerned about. Mr. Zergott suggested if they are delivering
when they shouldn't be talk to your Councilman and they will be fined. Mr. Yager suggested if
N1r. Papandreas was called about deliveries being made at night he would react. Mr. Papandreas
indicated they have signs posted. Mr. Hoelter suggested he has knocked on truck doors at 3:00
a.m. and told the trucks to leave or he would call the police. Mr. Zergott indicated just call the
police and it will come to a point that they will stop. Mr. Hoelter asked where the air
conditioner would be located. Mr. Crook indicated they would match the current screening that
is over the Sport Mart units now. The new air conditioning unit will be a self contained unit. It
is designed so the noise will come out of the vents and they will face east of the building. The
panel itself is a 1" and 1/2 inch of rigid installation with metal skin on the exterior so it is self
contained, the compressors are located to the east of the refrigeration house itself. Ms. Schulz
asked what the height of the mechanical structure verses the refrigerated structures. Mr. Crook
suggested the refrigerated structures are about 4.5' feet. Mr. Hoelter indicated another concern
is the emergency generator that could be used at any time. Mr. Yager suggested it only has a
click on start up and then runs quietly. Mr. Crook indicated that the manufacture will be making
an enclosure for the generator. Mr. Crook suggested he has told the designers at 30 feet to
make sure the decibels will only be 50, and. they have indicated they can do that. W. Crook
suggested the emergency generator would control all the emergency lighting and the
refrigeration that is it's propose. Mr. Allen suggested the generator only comes in natural gas or
diesel and most are natural gas. W. Crook suggested Rini has diesel. Mr. Hoelter asked about
the Circuit City store, he indicated he was told the auto installation area would be air conditioned
7
