Mr. Yager clarified Mr. Koula is asking if the red color is acceptable <br />and the board is responding that the building has peeled after a couple years and will continue to <br />peeL He believed in the long run it will be more cost efficient for the owner of this structure to <br />upgrade the materials than continue to paint the building every year. Mr. Yager questioned if <br />anyone in the city can look into this to make a recommendation so that the painting is done <br />properly. Mr. Rymarczyk noted he was not aware of any city employee with this type of <br />expertise. He maintained the board must make a determination on the color only. Mr. Yager <br />wanted to reject the proposal because this board is looking at the improvement of the city and if <br />poor materials and workmanship are utilized the final product is the paint will peeL Mr. <br />Rymarczyk advised Sherwin Williams paint is ofhigh quality. The members discussed a motion. <br />B. Zergott motioned to accept the color changes as presented for, but this board challenged the <br />city to force the owner keep up with the maintenance of the facility so that once the paint starts <br />to peel the business is shut down until the job is done properly. Mr. Rymarczyk noted the city <br />?could not shut the business down for this reason, but could send them a violation notice <br />accordingly. The motion was seconded by M. Yager and unanimously approved. <br />1) Forest City Auto Parts, 23789 Lorain Road , <br />Request approval of the sign package (ground and building signage) and the elevation drawing <br />store front. Originally heard by architectural review board March 19, 1997. Variances will be <br />required. <br />Mr. Dotson, architect, presented a revised proposal dated May 15, 1998. The presentation <br />included a ground sign as well as a bu.ilding sign. The bottom two feet of the ground sign will be <br />constructed of a brick material to match the buildiug and the existing pylon sign will be removed. <br />Mr. Yager questioned it aside from the signage, this was the same proposal presented a year <br />ago. Mr. Dotson explained the proposal a year ago showed a smaller soffit and a sign., box to <br />basically fit that soffit. He advised the problem was that it would have to be above the parapet <br />line. The revised elevation included a new facia and a new parapet in the front. Mr. Yager <br />questioned if the addition was part of the elevation. Mr. Dotson advised the addition was <br />previously approved and the only thing that has changed is the layout of the fixture plan within <br />the store and the elevations. The landscaping and site plan will remain as previously approved. <br />Rather than replacing the entire facia, Mr. Dotson advised it will merely be painted black. Mr. <br />Yager questioned if the facia area along the front and side will be black. Mr. Dotson verified the <br />black material would replace the yellow on the facia. Mr. Yager questioned if the architect will <br />still be adding some lighting underneath the pre-cast "Ts" for down lighting along with some <br />exterior accent lights on the outside facade, as mentioned at the March 19, 1997 meeting. Mr. <br />Dotson noted there would not be any exposed `°Ts" but the lighting will be incorporated as noted <br />at the March 19, 1997 meeting. Mr. Yager quoted the following from the March 19, 1997 <br />minutes: `He (Mr. Kline) clarified that parts of the band over the windows will be painted to <br />match the metal band. Mr. Zergott would prefer that to be the same metal. He also would like the <br />brick to match exactly. Mr. Kline stated that it would not be impossible to match it, but if they <br />cannot match it they will stain it." Mr. Dotson noted there was once a door on the back corner <br />of the existing building, and regular red brick was used when they filled in the doorway area. He <br />agreed to remove the existing red brick and 'mcorporate a brick that will match the rest of the <br />building. It was noted the happy face on the pop machine has been removed since the last <br />meeting. Mr. Yager advised the black area is to have.a matte finish as noted in the March 19, <br />2
