V. NEW BUSINESS: <br />1) C.V.S. Pharmacy, 23359 Lorain Road. , . <br />Proposal to construct pharmacy in front of existing Goodwill and Hobby's, Etc. units (a portion of <br />the existing center will be demolished). Variances may be required. ' <br />Continued from meeting from meeting of January 13, 1998 and January 27, 1998. <br />If refened by planning commission January 27, 1998. Mr. Wagner, Mr. Petros, and Mr. Vada presented the proposaL Mr. Vada, architect presented an <br />updated site plan and noted the location is the corner of Clague and Loram Roads. He advised the <br />existing Good Will and Hobby Store will be demolished. Mr. Vada identified the location of the <br />new C.V.S. pharmacy and explained there will be a future development. He presented elevations of <br />the C. V. S. pharmacy and advised the future development elevations will be presented at a future <br />date. There were three curb cuts shown on the plan: two access points were off of Lorain Road <br />and there was one off of Clague Road. Mr. Vada advised there will be landscaping along Clague <br />and Lorain Road's approximately tliirty inches high. There will be no new landscaping on the south <br />side of the property, as there will be a culvert installed to take care of the drainage problem. A <br />fence will be installed along a portion of the southem property, so as not to mterfere with the city's <br />access to the drainage area. Some of the shrubbery along the southern properiy line will be <br />removed so that the city can bring a back hoe in to clear up the drainage. There is also a fence <br />shown that will run from the future development north along the eastern property line which will <br />serve the purpose of buffering the service area side of the store. There will be new shrubs mstalled <br />on the east side of the fence on the eastem side of the property. Mr. Zergott questioned if the <br />building department would have a problem with the dumpster location for the C.V.S. Store and its <br />proximity to the apartment building. Building Commissioner Conway pointed out the apartment <br />building is on land zoned for retail use. He questioned if the board had any suggestions for other <br />locations. Mr. Liggett suggested moving the dumpster over to the new development. Mr. Wagner <br />advised, it was originally shown on the south east comer of the C. V. S. building, however it was <br />recommended that the dumpster location be moved so that it cannot be seen from Clague Road. <br />Mr. Liggett explained, residents on the second story of the apartment building looking down would <br />see the dumpster. Mr. Yager added that the garbage truck would block traffic from the drive thru <br />area. With respect to the apartments, Mr. Vada advised that the property will be greatly improved <br />from what is existing. He elaborated the green space has been increased by ten feet with <br />landscaping, lighting has been shielded from the properiy line, and a fence has been implemented for <br />buffering. Mr. Vada explained the landscaping which would include as noted on the plans: Chinese <br />Silver Grass; Silver Sentmel; Silver English Holly; Heather Ling "Gold Haze"; Cypress Oak; <br />Austrian Black Pine; Red Maple; Golden Japanes.e Sedge Crrass; and Allegheny Serviceberry. He <br />noted many of the existing trees and shrubs would remain with the exception of the trees that would <br />effect the city's access to cleaning out the ditch. Mr. Zergott questioned if a local landscape <br />architect designed this plan. Mr. Vada responded affirmatively then presented the elevations.
