_r <br />use the park and ride. Mr. Brennan suggested that it would be almost impossible to buffer the <br />residents from the park and ride. He questioned if the industrial park area was looked at as a <br />place to have the park and ride. Mr. Bohlmann commented that industrial park was taken into <br />consideration, but as far as bus transportation starting and ending the industrial park way to far <br />west. As part of the RTA agreement, there will be a new bus garage built for the City at the <br />industrial park area. Mr. Spalding questioned the type of buffering that would be used. Mr. <br />Bohlmann suggested that Ms. Feke, with the RTA could better answer the board's questions. <br />Ms. Feke, with RTA indicated that the buffering would range from 68 feet to 102 feet. There will <br />be landscaping then a sound wall in front of that landscaping and then additional landscaping <br />placed in front of the wall that will expand around the entire site. The buses will be 250 feet frozn <br />the residents. NIr. Brennan questioned if the fumes from the idling buses would effect the <br />residents. Ms. Feke commented that the residents would be at least 250 feet from the buses. Mr. <br />Tallon questioned what the elevation would be between the buses and the residents. Ms. Feke <br />suggested that there was discussion regarding lowering the elevation and raising the elevation. <br />Currently RTA doesn't even have a tope survey of the site as it is in the first stages. Mr. Tallon <br />indicated that 15 to 20 foot mounds with a sound wall and landscaping on top of it so that it <br />would look like a natural slope on the resident's side of the site. Ms. Feke suggested that that had <br />been discussed with the residents, the wall would be first then the trees, but the residents <br />requested that the trees be placed behind the wall. Mr. Tallon indicated that 20-foot mounds <br />would be needed to be higher then the buses to buffer sound. Ms. Feke suggested that RTA <br />would work with the City and residents to make it work. Mr. Tallon suggested that there would <br />be lighting issues that would need to be addressed. There might be more pole lights then what is <br />usually found in a standing parking lot so that the lighting is kept below the. mounding. Ms. Feke <br />suggested that there will be timers on the lights, but the area will need some lighting to keep it <br />safe. Ms. Feke commented that they would work with the city and the poles will be lower then <br />what they are used to doing. Mr. Brennan questioned if there was a divider in the road were the <br />entrance would be located. Ms. Feke suggested that the entrance would be directly across from <br />the off ramp of 1480. RTA will review the plans with ODOT and work do a traffic study. There <br />will only be one opening for both incoming and outgoing traf?ic. Mr. Spalding remarked that the <br />current drawing didn't show mounding or landscaping on the south side of the property. Ms. <br />Feke suggested that the property line on the south side of the lot would be looked at to make sure <br />they stay on their own property line. Ms. Feke indicated that she had been looking at property in <br />North Olmsted for about three years now. It is hard to find property that meets the requirements <br />for a park and ride. The reason the RTA would like to see this ordinance go through is because <br />their lease with Chi Chi's is up in 2000 and they would like to make sure the new park and ride is <br />ready. It takes about 1 year to design and build a park and ride. AT this point in the meeting <br />there was discussions taking place between Ms. Feke and the residents and different board <br />members and what was being said was not audible. Mr. Break, a resident from Kennedy Ridge <br />Road came forward and indicated that he would like to address the board regarding the <br />ordinances. He is affected by the proposed ordinances and would like to point out that they feel <br />like they are being railroaded. He would like the City to slow down a bit and get things in <br />perspective regarding the area the proposed ordinances that are before the board tonight. He has <br />attended a number of ineetings regarding this issue. The effected residents have held their own <br />meetings trying to understand what this is all about and what their options as residents are, <br />understand what the City can do as they are the professionals and this is a very important issue. <br />8
