Commission worked to design a building that would set an image for the historical <br />neighborhood. Nfr. Wojtila, the architect, Mr. Zimmerman, from ZZ design and Mr. Self, a <br />consultant came forward to review their proposal. Mr. Wojtila identified the location of the <br />existing buildings on the site plans. The 3 existing structures will be removed and replaced <br />with a CVS building unlike any other. The entrance of the store will be located towards the <br />back of the building. The parking will be located around the main entrance with a <br />considerable amount of landscaping added. There will also be benches and decorative <br />lamppost near the front entrance. The front of the building, which is located at the corner of <br />Lorain & Porter Road, will be 12 feet off the property line, which will require a variance. To <br />maintain the streetscape appearance a decorative rod iron fence will be placed from the north <br />sides of the drive-through exits and wrap the entire corner ends at the bus stop. The building <br />design itself will continue with a wall that will taper to the pedestrian access point. There will <br />be a drive-through window on the East Side of the building. There will be a brick wall along <br />the entire south residential area as well as landscaping. There will be a historical sign located <br />at the front east corner indicating the beginning of the historical district. There will be <br />landscaping on all four sides of the building. Mr. Zimmerman showed a typical CVS building <br />so that the board could have a comparison. The Landmarks Commission did not want the <br />building to look like a retail business. They wanted it to look like an historical site that grew <br />on the site as it is a part of the historical district. The building was brought closer to Lorain <br />Road intersection to accommodate the entrance being in the back. Mr. Zimmerman showed a <br />picture of the back end of the CVS building which would be facing Lorain Road. They have <br />articulated the building mass and terraced it in a wedding cake type style. There has been <br />horizontal banding and accent colors used to give the building character. There will be <br />lantems placed around the building and down the facade of Lorain. The landscaping that <br />starts on Porter Road and wraps the corner and continues down Lorain Road will not only <br />maintain the existing trees but also add trees along Lorain and Porter Road. There will be <br />several pedestrian style lampposts along Porter and Lorain. There will be a raised canopy at <br />the entrance of the building will have no signage as it abuts a residential district. The delivery <br />area will have brick fencing and all the servicing needs of the building will be met. The <br />delivery area will be a recessed area in the north west corner of the building. The signage on <br />the building will be white, not the typical red. Mr. Self pointed out that the ground sign <br />would be patterned after the prior location as recommended by the Landmarks Commission. <br />The monument signs will be worked on over the next few weeks to soften their appearance. <br />They would like to work with the residents to make sure it is acceptable to them. There will <br />need to be variances for the signage as the building is located in a unique location. There will <br />be 3 illuminated building signs with white lettering and a ground sign. W. Tallon questioned <br />W. Conway as to what variances would be needed. Mr. Conway commented that he had not <br />reviewed the site plan for variances. He is not sure what he would or would not address as <br />the Landmarks Comrnission approved the proposal. N1r. Dubelko advised the Commission <br />that, prior to the meeting, he had reviewed the landmarks Ordinance and in his opinion, the <br />intent of the Landmarks Commission is not to replace the authority of other Commissions. It <br />is set up to simply require the developers, in certain applications involving historical buildings, <br />to first go before a City body that has special expertise and can make recommendations with <br />respect to historical preservation. In this process, the developer must obtain a certificate of <br />appropriateness from the Landmarks Commission before proceeding through normal City <br />channels to get building plans approved.
