An unidentified man commented that, that area is in the flood way. <br />Mr. Conway indicated that part of the area was in the flood way. 1VIr. Asseff questioned the <br />area north of the proposed road. It appeared to him to be golf course but questioned if it was a <br />fairway as he was not familiar with the golf course. Someone from the audience indicated it <br />was part of number 3 fairway. Mr. Asseff indicated that the proposed road would be cutting <br />right through the fairway and create a hazard in his opinion. Mr. Bower suggested there would <br />be the same amount of traffic as what currently crosses the fairway now. Mr. Brennan <br />suggested the current proposal was similar to the Beaumont proposal the recreational building <br />went under and at the meeting it was stated that there was a place for cluster homes. The board <br />has tried to develop the cluster homes were there is significant buffering or separation between <br />the other zoning classifications. If you look at the existing cluster areas they don't abut class A <br />development. There is no reason that tlus area can not be developed prontably as a class A <br />development. An unidentified woman asked what NIr. Brennan meant by A development. Mr. <br />Brennan indicated that there was no reason to rezone the property basically. Mr. Bower <br />suggested the way the property is laid out it would be unto itself. Mr. Brennan commented that <br />the golf course was a good buffer/separation point to keep the class A development and cluster <br />homes apart. 1VIr. Bower indicated that there was a creek, which separated the lot from Louis <br />Lane. Mr. Turek from ViewPoint development indicated there were 243 residents in `liew <br />Point and they have a potation from 163 homeowners who don't want tlus development to take <br />place. They do not disagree with Shore West building homes or what ever they are allowed to <br />do on their property, as it is their business. Their concern is that the current owners have <br />invested more than 50 million dollars in these homes. There was a comment that the golf course <br />was a common ground but it is not. The homeowners association maintains the common <br />grounds and Mr. Bower maintains the golf course. They are concerned that about the <br />construction trafFic that will go through the development. Canterberry Road is a mess full of <br />pot wholes, and if the construction trucks turn off of Canterberry Rd. they will be making a <br />90degree turn into the development. They are privet roads that the association has to maintain <br />and they are narrow, which are concrete. There are presently 28 pot wholes, wluch are 1" to 4" <br />deep. These have been caused by the construction trucks driving through the development and <br />now there are 2 catch basins sinking. As the streets are so narrow and the length of the <br />construction trucks are such that the trucks will not be able to make the turns without <br />destroying the streets. The association is asking the commission to not allow the construction <br />traffic to go through their development. The association has spent about 263, thousand dollars <br />a year maintaining the common grounds. The association doesn't feel they should have to pay <br />for the damage that will be caused by the construction trucks. They are asking that the City <br />will look at the plans and come up with something that will be beautiful and not allow the <br />construction traffic to go through the development. Counci'lman NlcKay indicated that cluster <br />development was not introduced to North Olmsted until 1989 or 1990 in this area. Cluster <br />home zoning was introduced so that the Planning Commission and City Council could be <br />creative. At the time the City thought it was going to lose the golf course so they allowed the <br />clusters and where very set on keeping green space. A homeowner looking for a home takes <br />into consideration what surrounds the home in question, such as schools, churches and stores, <br />things of that nature. It is not fair for someone who owns a residential lot to expect the <br />surrounding homeowners to accept the zoning be changed to cluster homes and live next to a <br />13
