cluster development. He questioned how the board members would like the property around
their homes to be rezoned cluster homes. Councilman ivlcKay commented that there was one
solution and that is to not allow the rezoning. Mrs. Levanoff indicated that her and her husband
just moved into the area. It doesn't sound like they plan on putting a road from the new site
onto Louis Drive. The ViewPoint residents are present because they don't want the
construction trucks going through their development and that they are concerned about the
increase of their traffic. She questioned what the plans were for the two parcels the Bowers
owned on Louis Drive. Mr. Tallon indicated that Mr. Bower commented that his plans were to
build a signal family home on the two parcels. Mrs. Levanoff questioned if the lots would have
to be rezoned to build a single family home. Nir. Tallon indicated that it would not need to be
rezoned, but that it would require variances because it is so narrow. Mrs. Levanoff questioned
if the only change to Louis Drive would be a new single family home that would need variances
under this proposal. Councilman at large O'Grady indicated that he agreed with Councilman
McKay's comments. The residents that bought their homes on Louis Drive have been in their
homes a long time. It is a quite cul-de-sac and that shouldn't change. The residents need a
solid commitment that the two parcels on Louis Drive will not be used as an access road to any
type of development behind their homes. Mr. Celebrezze indicated that he and his wife have
lived on Louis Drive for 21years. There are no sidewalks on our streets and those of us that
live on Louis Drive have not been told by the developer how they plan on getting access to the
new site. The ViewPoint residents don't want them cutting through their streets nor do the
residents of Louis Drive. This is phase 4 and there must be a phase 5 to this plan, as Fred
Bower owns the parcel right next to this one. This layout is just like the original one; the area
closest to property the Bower's own is left undeveloped so another faze can-be added later.
The residents of Louis Drive do not want this parcel rezoned. When Home Depot wanted to
rezone Brookpark Road the issue went on the voting ballet and the citizens of North Olmsted
said no. We the residents don't want rezoning; we want the zoning laws to stay in tack arid
enforced. I3e commented that there were only about 8 residents that were notified that this
proposal was even taking place. It may be legal but not ethical all the people in the room found
out about this through word of mouth. We are all here to let you know that we do not want
this to be allowed. Mr. Celebrezze commented that he didn't know if any of the board members
were associates of the Bower's or not, he cares but doesn't know. If this project goes through
it will be a detriment to this community. Ms. McConnell-Paul thanked the board for having the
meeting and answering the residents questions as their have been a lot of rumors as to what will
be taking place circulating around. The residents on Louis Drive are concerned about the traffic
increase on their road as well as possibilities of having to pay for sidewalks that may have to be
added. She indicated that Louis Drive was not the most glamorous road, but has a beauty of its
own. Ms. 1VIcConnell-Paul commented that when her and her husband bought their home on
Louis Drive the house was a wreck, but the back lot was so beautiful they bought the house
anyway. She indicated that her and her husband have had to replace everything but the original
doors. She doesn't want to have to see construction as she looks out her windows, nor does
she want to see the trees that are presently there removed. Ms. McConnell-Paul addressed the
audience members commenting that she hoped they all remembered that codes are put in place
to protect the majority of voters and citizens. By granting this variance it allows a non-
residential privet enterprise will be granted more status then the residents in this room. Mr.
Roodhouse indicated he was not used to speaking before a group such as this, as he was more
14
