A <br />at home speaking from a pulpit. He commented that the board might question why he would <br />want to speak or what he has contributed to the City of North Olmsted. He indicated that not <br />only was he a resident and a part-time minister he wrote a book that could be found in the <br />library. He questioned Mr. Bower as to if the access that he indicated would be through <br />ViewPoint development would be the only access that would be made to do the construction of <br />the proposed development. Mr. Bower commented that the access through ViewPoint would <br />be the only access to the development. Mr. Roodhouse suggested the residents heard that Mr. <br />Bower would be closing off the stream and using that area to have access. I-ie questioned NIi-. <br />Bower as to if he had any plans to close off the stream. Mr. Bower indicated that, that was not <br />his intention. I-ie commented that he was against the proposal and was not sure if there would <br />be increased traffic. If Mr. Bower does what he has said then Louis Road should remain a col- <br />de-sac. Ms. Sapp indicated that Councilman O'Grady articulated well the impact the changes <br />would have on Louis Drive. It is a humble little street but she calls it home. She realizes that <br />the Bowers have moved on and up but this is still her home and still her backyard. She is <br />concerned about the logistics, increased traffic, and the sewers. What brought the residents to <br />Louis Drive is the ambiance of the street. She believes the residents on Louis Drive values the <br />green space and have a duty to preserve the ecology and need to keep more green space. Ms. <br />Stockdale suggested she had been walking through ViewPoint and has seen a house that was <br />built sideways and the residents there were promised that they would have a closed cul-de-sac. <br />The Bowers do not keep their word, there is no guarantee that the two lots on Louis drive will <br />have homes built on them. Just like Neil Bower changing his mind about rnoving and <br />developing his lot they could change their minds again. The Bower's word is no guarantee as to <br />what will really be done. She indicated that Mr. Bower commented that the homes could be <br />built out of the flood way by changing the elevation and now they say the reason for leaving the <br />area next to Fred Bower's property undeveloped is because it is in the flood way. What would <br />keep them from raising the elevation there and having a 5"' phase with Fred Bower's lot. Their <br />word can not be trusted. 1VIs. Colvacks indicated that when she bought her home 5 years ago <br />she was led to believe that the col-de-sac would remain in tack. The area next to her unit was <br />staked out at one time, arid then all of a sudden the stakes were removed. So 5 years ago the <br />Bowers had plans for this phase 4. The original plans have been changed, the circle was <br />changed, they went from doubles to singles and looking at how they were put up this has always <br />been in their plans. She commented that the developments concerns were not just the <br />construction trucks it also included that the street was not wanted. Mr. Schulz indicated he and <br />his wife had lived on Louis Road for 37 years and that he was a retired engineer. The homes on <br />L,ouis Drive represent a large investment for the owners financially and emotionally. He doesn't <br />see any benefit allowing the development. All homeowners pay a surcharge for sewage because <br />of the limitations of the sewer system. The residents pay more to process sewage then they do <br />to get their water. That was because there was a contract that indicated the residents were <br />supposed to only use a certain amount of water in this community. Now the residents have to <br />pay the penalty out of their pockets and it has gotten out of hand. He is not sure how it has <br />gotten that far out of hand, but the Planning Commission is supposed to be the watchdogs for <br />the community and the residents. The 1'lanning Commissions allegiance should be to the <br />citizens of tlus community. Mr. Schulz suggested he has known the Bowers for a long time and <br />he sees no benefit from the rezoning of this property. He suggested that a moratorium against <br />building be put on the City until the sewer problem is taken care of once and for all. Ms. <br />15
