b <br />Morgan indicated that she had Iived on Louis Drive for l lyears. She told her friendls she lives <br />in the country but only a mile from the mall, what else could you ask for. Then all the <br />development started behind her home and now when ever it rains because of the development <br />her backyard floods. When the golf courses 5th whole was put in place her children could no <br />longer play in their own backyard. This was because of the flooding that started as well as the <br />golf balls that flew into our yard hitting her house. The children have to play at the end of the <br />cul-de-sac because it is the only safe place left to play. There are two homes on Louis drive that <br />are vacant, one the Bowers want to tear down and what is to happen to the second that is a <br />question in itself. What happens when the Bowers get tired of the golf course as the property <br />taxes go up. It will end up getting developed and the added traffic will make it unsafe for our <br />children to play as the only place the 30 children on the street have to play now is in the front as <br />their backyard are no longer safe to play in. Where is the resident's guarantee that there will <br />not be a 5`i' phase. She asked Fred Bower what his plans were for his empty house on Louis <br />Drive. Mr. Bower indicated that he didn't have any plans for the home at the moment. The <br />audience members became agitated at Mr. Bower's answer at this point. 1VIr. Tallon indicated <br />that what Mr. Bower would or would not do with his home was not relative to the meeting. <br />Ms. Morgan questioned if there was anything in writing stating that the golf course has to <br />remain a golf course. She questioned if there was any type of window in an agreement that the <br />golf course could be developed. 1VIr. Tallon indicated that the developers could not develop ihe <br />golf course, as it is part of the density of the cluster homes. The golf course can not be taken <br />away. Ms. Morgan questioned what would happen if the Bowers sold the golf course to <br />another developer. Mr. Dubelko suggested that, as part of the original development there was a <br />declaration of restrictions that was imposed against the golf course property. That it would <br />always be owned and operated as a golf course and that at if any time it was not it would revert <br />to the City. He doesn't think there is any realistic possibility for the development of the golf <br />course. Ms. Stephens commented that the board just suggested that if the Bowers were ever <br />not interested in having it then it would revert baclc to the City. If that is the case she hopes that <br />the City would take better care of it as the Bowers do not. She believes that the Bowers want <br />to develop the golf course. The ViewPoint condo owners were sold their condos on the fact <br />that it would be a golf course community, the cul-de-sac would remain closed and that there <br />would be hoines built where the road is proposed to go. She is opposed to the Bowers building <br />anything further on this site. There needs to be green space in this country for everybody. Why <br />can't the City just leave the trees alone we luiow they help the planet. The Bowers haven't <br />done a good job developing and maintaining what they have built so how can she believe they <br />will do a good job with what they are proposing. 1VIs. Yager commented that she had lived in <br />View Point for 2 years and her concern is safety. The streets are so narrow that they are not <br />dedicated the owners pay double for their garbage pick-up as well as their snow plowing. They <br />have to pay for the repairing of the sanitary and storm sewers now also. She is also concerned <br />were the drainage and sewers are for the new houses. The model for these homes as well as <br />other homes have already flooded and there are no sidewalks. As she does not drive she rides a <br />bike and when the development was taking place there were 60 to 70 trucks a day driving <br />through the development. The current entryway into the development is so small now that <br />between the golfers, owners and construction trucks it is a nightmare. She asked the board <br />members to take into consideraiion the safety, sewer, and the impact the proposed plans would <br />have on the condo owners. Mr. Meyer indicated that he lived in View Point and he has watched <br />16
