?r
the golfers in the morning and they are seniors 70 or 80 sometliing years old. The proposal is to
put a road across between the 3`d and 4th whole with traffic coming and going. There will be no
safety for the elderly people when the trucks are running up and down the road throughout the
day, and that should be taken into consideration. The Bower's have torn the golf course up
enough. He agrees that the golf course is not maintained as it stands now. He commented that
the existing driveway on Louis Road was located about 500 feet from Fitch Road. The Bowers
could use the existing driveways as access to their proposed development. He understands the
owners on Louis Drive don't wish to have that but it is between a rock and a hard place. The
owners of ViewPoint and Louis Drive are against this. He is concerned for the residents that
play golf on the course and that is his main concern. Mr. Stockdale suggested most of his
questions had been answered by other residents. He would like to question Fred Bower about
his home that is adjacent to the proposed property. He questioned what would take place with
his vacant home as he lives by the house. Mr. Fred Bower commented that he planed on
keeping his house there. Mr. Stockdale questioned if Fred Bower would be renting his home
and left as it currently is. Mr. Fred Bower indicated "yes". Ms. Taburt commented that she had
been a resident of Louis Drive for 25 years and she doesn't want to see any changes made io the
street to accommodate the new site. There are a lot of children, grandchildren, pets, arumals,
and as you can see by all the people here tonight we are against any development. 1Vyost of the
people present didn't get notices sent to them by the City. They were notified by their
neighbors. Ms. Taburt suggested that there was a letter letting the board know how they felt
about a road going through Louis Drive. The residents want the board to know they are against
this proposal. She further commented that in the past 25 years Louis Road had not been paved
but once and there is potholes and a drainage ditch that is mosquito infested. She has called the
City every year about coming out and cleaning the clitch and filling it in to be done with it. Mr.
Asseff suggested that Ms. Taburt contact Councilman McKay about the road and ditch issue.
Ms. Taburt commented that she has spoken to Councilman 1VIcKay about the problem. MIr.
Tallon suggested calling the Mayor's office and or the service director to have them take a look
at the problem. Ms. Cotsman indicated that she was concerned about the way the Bowers
maintained the golf course. She is ashamed of the condition of the golf course and as the
Bowers don't even maintain the golf course now, which only goes to show you what little
regard they have for our city. She indicated that, the cluster community was not the high-class
golf course community she thought it to be. Mr. Spagnuolo indicated there were safety issues
that had not been addressed. There is only one entrance to the whole development, the roads
are narrovv, curbs to small and he doesn't think fires trucks can even maneuver through the
existing roads. He feels that the Safety Department should consulted about the existing roads as
well as the proposed roads. The issue of green space has been brought up, there could be an
environmental impact issue here. There are presently water drainage problems, water stands for
two days after it rains. He has reviewed the plans for the new development and believes there
would be water drainage problems in that area also. The current streets in ViewPoint are privet
streets and belong to the ViewPoint association. The ViewPoint association does not want to
extend a street at the end of the cul-de-sac. He indicated that all the plot plans he has only show
a cul-de-sac not additional streets. There is about 50 million dollars invested in the ViewPoint
area and there are about 163 signatures on a letter turned into the board indicating they do not
want the development. Mr. Shoeman commented that he would like to add his vote to the
preservation of protecting the green space. What distinguishes Louis Road lots from other lots
17
