Ms. Smith indicated that the <br />children are not allowed to enter a room by themselves they must be escorted by their parents <br />or guardian. Mr. Koeth questioned if there was a chance that the children could get to the <br />parking lot area. Mr. Grassa suggested there was no way the children could get to parking <br />lot without parental guidance, as the play areas would be fenced. 1VIr. Koeth suggested that <br />children from the apartments might play in the parking lot and play area vvhen Horizon's is <br />closed. He questioned if the building would be used in the evenings, if not the lights could be <br />turned off to prevent neighboring children from playing on the lot at night. Mr. Grassa <br />indicated that he didn't believe that the building would be used at night but the lights would <br />be left on for safety reasons. Mr. Asseff sugDested with were the lights are located on the <br />site plans now it would be hard for them to read zero at the lot line. Mr. Koeth questioned if <br />Horizon's would have a ground sign for their building. NIr. Grassa suggested that there <br />would be a sign, but it had not been discussed. Mrs. O'Rourke asked when the developer <br />planed on breaking ground. Mr. Grassa indicated they would like to break ground in the first <br />weeks of September. Mr. Brennan questioned were the air conditioning units would be <br />located. Mr. Grassa suggested that they were currently working with an air conditioning <br />specialist to try to have only the condenser on the outside of the building. Mrs. O'Rourke <br />indicated that the building would be used at night, as there would be recitals. Mr. Brennan <br />suggested a different type of lighting be used. NLrs. O'Rourke asked if the building was A.DA <br />(American Disability Act) compliant. Mr. Grassa commented "yes". Mr. Tallon suggested <br />that the board would send Horizon's proposal to the Architectural Review Board and the <br />Board of Zoning Appeals board. The proposal will then return to Planning Commission to <br />address the recommendations of all the boards. Mr. Brennan suggested that the Architectural <br />Review Board didn't like to see vinyl siding on commercial buildings and the developer might <br />want to think about using masonry only. Mrs. O'Rourke asked were the kitchen would be <br />located. Ms. Smith suggested that the proposed kitchen would not be a full type-working <br />kitchen. The kitchen will not have ovens, there will be a refrigerator, sink, dishwasher, and <br />microwave, but any hot meals would be delivered. Mr. Rymarczyk indicated that the plans <br />showed the kitchen to be 155square feet. Mr. Tallon asked if the deliveries would be made <br />by the air conditioning units. Mr. Grassa suggested that there could. be parking spaces <br />removed in that area to accommodate a delivery dock. Mr. Rymarczyk indicated that the <br />developer showed four more parking spaces than what was required, and indicated that the <br />loading dock would need to be 12 x 25feet. He further suggested that the number of entry <br />drives would still need to be addressed. Mr. Brennan indicated that this wasn't a typical <br />building and having one entrance would help eliminate traffic problems. Mr. Koeth <br />questioned if the existing entrance on Brendan lane could be used as a second entrance. Ms. <br />Smith questioned if the existing drive on Brendan lane could remain unpaved and used as an <br />emergency drive only. Mr. Tallon indicated that the emergency vehicles would still not have <br />access to all sides of the building and without pavement the trucks could get stuck. Mr. <br />Rymarczyk indicated that if the proposed entry drive on David Drive was 34 feet wide to <br />accommodate a 3-lane drive, it would eliminate the need to have 2 drives. Mr. Grassa <br />indicated that they would make the entrance drive on David Drive accorrimodate a 3-lane <br />drive. Mr. Tallon commented that a 3-lane drive would better serve emergency vehicles and <br />thanked Mr. Rymarczyk for his suggestion. <br />^ <br />?
