All parcels are zoned for this use except one ? <br />which is currently used for parking and will remain as such with the following comments. <br />That a revised site plan and floor plan be submitted prior to the Planning Commission <br />meeting for approval by the Architectural Review Board. The spandrel glass be boxed to <br />look like display windows and lit in the evenina. The loading dock wall be glass instead of <br />the block under the canopy. The revised views be incorporated into the Planning <br />Commission submission. With the swinging gate location be corrected on the new plans. <br />The cornice line be enlarged or taller and wrap around both sides of the building. The <br />lighting program be sensitive and no visible fixtures from the cornice line. The Norway <br />spruces be removed and another type tree put into its place. The board is terribly confused <br />feels that CVS has done the best that they could possibly do within this proto type. They just <br />happen to like the existing condition better. They have made great strides but the board <br />would like to see something else on the site. The motion was seconded by T. Liggett and <br />unanimously approved. Motflon Cara-ied. <br />V. NEW BUSINESS: <br />2). Chi-Chi's Mexican Restaurant; 26410 Great Northern Shopping Center: <br />Proposal consists of painting the exterior building. Note: Planning Coinmission reviewed <br />this proposal on November 9, 1999. <br />Chairman Zergott called all interested parties forward. Mr. Casteel, with Chi-Chi's came <br />forward to review the proposal. Mr. Casteel started off by apologizing as the project had <br />been prematurely started without a permit. He explained that the company hired a painter to <br />paint 7 different buildings and started on the North Olmsted building before he received <br />approval. We have been before the Planning Commission and they have approved the <br />colors. The only changes that will be made is the color types. The first color will be P24, <br />which is a cream color and is just a bit darker then what is presently on the building. There <br />is a green highlight and brown along the base oft he building. Mr. Yager indicated that he <br />didn't like the color scheme. The windows are purple, which looks like they belong on a <br />Toys "R" Us building. He indicated that the applicant could not have noticed that the <br />painter was painting, the building for a week and then just failed to apply for approval from <br />the City. He questioned if he applied to paint the building-or if the building department sited <br />them. Mr. Casteel commented that since there was no physical changes made to the <br />building Chi-Chi's did not know they needed a permit to paint the building. Mr. Liggett <br />indicated that he had recently received a plan for Chi-Chi's to paint the building as a minor <br />change and noticed that it was the same color scheme that was used on the Rockside <br />building. He drove to the site at Rockside to view the colors and approved the minor <br />change as submitted and questioned why it was before the board. Mr. Rymarczyk <br />commented that if all the boards agree to approve a minor change submittal then it doesn't <br />have to go before the boards, but if one of the boards denies the submittal then it has to go <br />before each of the boards. Mr. Allan indicated that he did not care for the colors on the <br />Chi-Chi's building. He questioned Mr. Rymarczyk as to if all business owners needed a <br />permit to paint their buildings. Mr. Rymarczyk replied "yes", when a proposal goes before <br />the Planning Commission and the Architectural Review Board and they indicate that their <br />building will have specific colors then it must remain those colors. Once an owner chooses <br />to change the color of his building then he must apply to go before the boards. Mr. Yager <br />commented that all the Architectural Review Board can do is recommend another color <br />scheme. Mr. Rymarczyk replied "yes". Mr. Zergott indicated that the North Olmsted Chi- <br />Chi's building has been painted at least three times now since it has been built, so they <br />4
