,1; <br />Kennedy Ridge Road. Mr. Wanamaker answered "No". Mr. Tallon commented that pictures <br />should have also been taken from Kennedy Ridge Road. Furthermore, the south side of the <br />antenna will be screened so that it is not seen at all by the residents on Kennedy Ridge Road. Mr. <br />Wanamaker indicated that the antenna would be placed on the rear portion of the roof 20 feet off <br />the parapet wall. Because of the height of the antenna and the parapet wall itself, the antenna can <br />not be seen. Mr. Hreha remarked that the homes on Kennedy Ridge Road are higher then the <br />ground level of the building. Mr. Tallon suggested moving the antenna more towards the center <br />of the roof. The board wants the south side of the antenna screened from the residents along <br />Kennedy Ridge Road. Mr. VVanamaker suggested that painting the antenna would make it more <br />visible. Mr. Tallon commented that the applicant would need to build some type of screening <br />wall. Mr. Koeth questioned if there would only be one antenna on each building in the future if <br />more clients where added. Mr. Wanamaker suggested that they would never need to add <br />additional antennas to either building. Mr. Tallon suggested putting the antenna on the north side <br />of the air conditioning units and then building a screening wa11 on the south side of the antenna. <br />Mr. Holly, a concerned neighbor from Kennedy Ridge Road, indicated that he as well as his <br />neighbors are present because they are concerned about the R F waves. The human body as well <br />as every other thing around them absorbs R F waves. For years, police officers carried R F radios <br />in their laps and now we find out that the R F waves cause cancer. The towers on Clague road <br />are a much higher site but, the higher they are placed the better it is as the R F waves will not be <br />spilling over into the neighboring homes. The homes on Kennedy Ridge are at the same level if <br />not a little higher then these antennas. If the applicants met all the City codes, we would not be <br />present at this meeting. There are reasons the Codes state that these antennas have to be placed 5 <br />stories high. They do not belong on a two or three story-building period. We feel that if they are <br />allowed a variance it will start precedence in the City. The applicants offer nothing to the City; <br />their request is made so that they can make money period. Mr. Asseff questioned the applicant as <br />to if the radio waves from their antennas where any different from the type of waves a cellphone <br />puts out. Mr. Wanamaker remarked that he was not sure but, believed their antennas have a <br />higher frequency then a cellphone. The R F waves are a different frequency. As there is no one <br />present from Teligent Mr. Asseff s question could not fully be answered. Mr. Asseff questioned if <br />the antenna was a directional beam and if it was, what type of scatter would there be outside of <br />the beam itself. Mr. Wanamaker believed that the bandwidth by the time the beam reached the <br />Westberry might be a foot in diameter. It is a pinpoint technology from what he has been told. <br />Mr. Asseff commented that, as the antennas will be very close to a residential area, which is unlike <br />Independence and Beachwood where the buildings are much higher. He questioned if the <br />antennas would inteR Fere with cordless or cellular telephones in the area. W. Wanamaker <br />answered that the antennas would not inteR Fere with cordless or cellular telephones in the area, <br />as it is a different bandwidth. Council person, Janet Saringer agreed with Mr. Holly about the <br />antennas regardless if the applicants are only in this for the money or not. As Chairperson, for <br />Council and taking an oath of office to uphold the law to the best of her ability, she would like to <br />urge the Planning Commission to recommend that the variances be denied. If the City allows <br />these variances for the antenna height, it will start precedence for these types of antennas all over <br />the City of North Olmsted at this height. She strongly requested that the Planning Commission <br />recommend that the Board of Zoning Appeals deny the height variances requested. Mr. <br />Wanamaker suggested that he wanted to clarify that they are not erecting towers. They are <br />installing a non-penetrating roof mount which has a base of 61h x 6'/2 then the mast which holds <br />the antenna is 10 feet tall and the antenna is placed on the mast at about 8 feet.
