?
the residents. Mr. Holly indicated that there are groups that say there is a health issue and others
that saying there is no health issues caused by the antennas. He has downloaded documentation
from both types of groups on the Internet. The residents who are present tonight believe that
since the issue is still being researched the City should not put them at risk to what could happen.
He explained that the human body absorbs R F waves, once the antenna is in place what
assurances do the neighbors have that the antenna will be maintained properly. If the antenna, is
out of alignment one bit we, the neighbors will be the one to pay for 'the a.ffects it may cause.
The neighbors present tonight do not want to live with this antenna being placed out of code so
close to their properties. Mr. Allan questioned if the antenna was placed on a 5-story building as
code suggests would it be acceptable to the residents. Mr. Holly suggested that the higher the
antennas are placed the better off it is for residents of North Olmsted. These types of antennas
have been on the Westberry and Victoria Plaza for years. The applicant would like the City to
believe that the R F waves do not inter fear with cable TV, cellular or cordless telephones. The
Cable-TV Company has indicated that they had troubles with channel 19 in the Westberry,
Victoria Plaza area until they addressed the antennas on the roof. Mr. Spalding questioned if
there was any security devices developed today, which could be used to set off alarms to let you
know the antennas are out of alignment. Mr. Holly suggested that currently there is no
technology for that. Once these are put in place who's to say that 4 to 5 years from now these
antennas will still be maintained properly. Mrs. 1VIary-Lou Spence; Raptis a neighbor as well as a
resident ofNorth Olmsted who's family had lived in North Olmsted since the 1930's indicated that
she did not want to see the city make a mistake. She strongly agrees with everything Mr. Holly
and Mrs. Saringer voiced. What is going to happen if this is allowed there are documents that
suggest that the R F waves can cause cancer and the height requirement was set for a reason,
please honor it! The heights of these buildings are too low for these antennas, the code was
written the way it is for a reason, do not allow the variances. Mr. Joe Conway, a resident on
Kennedy Ridge Road questioned why he was not notified of the applicant's intent. He suggested
that the issue seemed to be a backdoor issue that is being sneaked through the boards without
proper notification. Mr. Tallon questioned if the speaker's property abutted the applicant's
property. Mr. Joe Conway indicated that his property abutted the applicants and he was not
notified. The clerk had Mr. Joe Conway show her where his lot was located and then had Mr.
Wanamaker point out which parcels the antennas would be placed on. After viewing the location
of the parcels, which would house the antennas as well as Mr. Joe Conway's parcel, the clerk,
aniiounced that there had indeed been a miss notification by her office. Mr. Dubelko announced
that the City would have to do a re-notification. The owner of the home located on 25816
Kennedy Road came forward to voice his concerns of the antennas. He was not notified and he is
not afraid of seeing the antenna, he is afraid of what is coming out of the antenna that he can't
see. Mr. Asseff indicated that as the residents property elevation is raised higher on Kennedy
Ridge Road then the parcels in question, he is concerned about how close the antennas will be
located to the homes. The proximity of the antennas to homes are not found in Beachwood or
Independence. It is important to remember that electromagnetic radiation of which R F or ultra
violet rays from the sun or even radio waves from a house radio gets absorbed by everything
around them. Some have more effect then others it depends on the energy, the caricature of the
wave and the dosage. Just because something is, R F or Electromagnetic wave does not mean it
is bad. In general, he believes that things such as this, (provided they do not do any harm to the
residential area) in general are good for the City regardless if they generate money for the owner
or not. By making technology parts more attractive to tenants by offering improved data
communication, which is an important part of running any office today, hopefully it, will draw in
3
