Developers Diversified (Home Depot): PP# 235-27-001 and 011: <br />Proposal consists of a 1,792 square foot addition to Home Depot. <br />Note: Proposal was tabled by Planning Commission 9/26/00. <br />Mr. Tallon called all interested parties forward to review the proposal. Mr. John Fredrickson, <br />with Casco the architects working with Home Depot for this proposed tool rental center, came <br />forward to r.eview the proposal. Two weeks ago they presented the tool rental proposal and the <br />board had a number of concerns. Mr. Fredrickson explained that he wanted to address 0 <br />concerns and work something out tonigfit. The primary concern was the location and <br />congestion of people by where they were proposing to put this tool rental center. Mr. <br />Fredrickson passed out three pictures that they took of the store the day after the last meeting <br />with the Planning Commission. The store manager has done a lot in cleaning up the store and <br />Mr. Fredrickson hopes that they will adhere to the promises they made. Mr. Fredrickson <br />explained that there a main entrance and people can actually enter through the exit vestibule, but <br />they would rather people come in through the main entrance. There are two exit canopies that <br />each have two exit doors going either way. The lumber canopy is primarily used for loading <br />large vehicles out of the way with large lumbered items in a protected area. These exits need to <br />be free and clear. It was proposed that they could take this block and transpose it into a <br />different location. If they did that it would block off required exits so it literally was not going <br />to work in that aspect. Mr. Tallon commented they could move the exits. Mr. Fredrickson <br />replied that presents a problem frotri their operation standpoint with all of their check out <br />counters right behind the exit doors. In order to accommodate the concern about the drop off <br />area they have taken the drive isle and shifted it over slightly so that they have additional areas <br />for the pick up lane. They left the architectural aspect of the tool rental center were they had <br />proposed it to be the first time. They took the 30-foot drive isle and shifted it out at two spots. <br />It will help to slow traffic in the front because the road is not straight and the drivers will have <br />to make adjustments. The other thing he pointed out was that the building is long and the <br />Architectural Review Board broke up this long building with pylons and basically the net affect <br />of this is not to be a terrible negative change in the architecture. They are proposing to put the <br />rental center in between the two pylons that there is presently nothing in between. So the tool <br />rental center will be directly in the middle of the whole building. Developers Diversified has <br />agreed to this modification and will be able to find four (4) more parking spaces to replace the <br />four that will be lost from pushing out the drive isle. Mr. Fredrickson commented that big tools <br />or equipment were another issue the board was concerned with. The store manager of Home <br />Depot said that sure as heck would not have any room for those larger items. The list the board <br />saw last meeting was a list of the tools that the store could rent in a Home Depot rental center. <br />This store is more boxed in and they literally have no space for these larger tools. Those items <br />will most certainly not be left outside or in the back. The other concerns were from residents <br />complaining about trucks coming in the back at all hours of the night. The third photograph <br />Mr. Fredrickson passed out showed a sign below the no outlet sign that is barely legible. He <br />then suggested they put in a larger sign that prohibits off-hour traffic for service vehicles of any <br />size. Developers Diversified has agreed to take care of the landscaping on the mound and <br />certainly we would see that as a condition to granting any kind of occupancy permits or with <br />holding any kind of permit on that. Mr. Tallon commented that if they are going to move <br />parking spaces he wants a confirmed parking space count from the building department, because <br />2
