Secondly, Mr. <br />Fredrickson talked about jogging the road over, but your still just goirig to have another painted <br />lane. There is no protection for the pedestrians because there is no sidewalk there. So if the <br />board were to consider leaving it there one of the conditions Mr. Tallon would ask is that there <br />is a raised sidewalk in front of the entire building, curb height. That way it protects the <br />pedestrian from the traffic and there won't be cars pulling up over the designated sidewalk to <br />load whatever it is they are loading. Mr. Ta11on then commented that the Home Depot has done <br />a fairly commendable job in getting the store cleaned up, except he really didn't like the ba.nner <br />that read "We; sell appliances". Mrs. O'Rourke questioned if they moved the proposed entrance <br />for the tool center over to the east by half of its length, they would be by the cashiers, down by <br />the covered area, all the loading would be in one spot instead of two separate areas. The two <br />separate loading areas are going to cause a logjam and a mess with the traffic. Originally _?Jrs. <br />O'Rourke was very upset with this wliole canopy because of safety reasons. Mr. Koeth <br />questioned who is going to be in those fire lanes where there is a five-minute parking limit. <br />Now people will be stopping in front of the garden center; they'll also stop in front of the <br />entrance; they'll also stop in front of the tool rental place; and then you'll also have a customer <br />pick up only on the fire lane by the entrance where the big doors are and another one way down <br />by the doors. Mr. Koeth commented that costumers will be placing their carts outside and it <br />will be a problem. He visited the Home Depot the Saturday after the last meeting and walked <br />down by the registers and tried to visually picture where they could put this tool center. He still <br />thinks it will fit down where the commission originally suggested. Mr. Fredrickson suggested <br />that in order. to move the exit over they would have to move everything over, which Home <br />Depot probably doesn't want to do. Mr. Hreha commented that since the last time this pr.oposal <br />was here he felt very much like the rest of the committee, but since then he has had some <br />practical experience with the Home Depot. He went on to explain that he was there about three <br />hours ago returning two boxes of vinyl siding that were 12 feet long for a job that he was doing. <br />He pulled into the east part of the lumber area with his truck to drop this stuff off. There was <br />no activity there at the time; but when he came back out there were two more trucks behind his <br />truck loading things. Mr. Koeth questioned if he was under the canopy. Mr. EIreha replied yes <br />the back end of his truck was right at the east side of the overhead door. What he suggests to <br />the board is that if they move the tool rental center to where the board wants it, it would have <br />been a niahtmare with huge congestion. He thinks where they are suggesting not only <br />aesthetically looks good because the building is split into four distinct sections, this section <br />we're concerned about them putting carts there and if they put the tool center there they won't <br />put carts there. If they don't put it there they will have carts in front of that section. NIr. <br />Fredrickson suggested in some locations the have had very successful loading and unloading <br />zones exclusively for the tool rental center out here in designated areas. He thinks one of the <br />concerns is loading but the other one is pedestrian traffic versus vehiculax traffic. Some centers <br />have put up a stop sign, crosswalk sign, stripped pavernent, and a loading area out here if that <br />would help. It would certainly increase the amount of loading area. Mr. Hreha commented that <br />he is not opposed to the curbing, maybe what he forgot to say when he came out knowing that <br />they were going to be confronted with this proposal tonight, he stopped a.nd took a few <br />moments to visualize, because there were people exiting from the check out area so they were <br />coming out of those two exits and with those two trucks there he tried to visualize another exit <br />down there. It would have been a bottleneck. Mr. Fredrickson commented that they could <br />3
