Mr. Fredrickson then explained that this is an opportunity <br />for them to make Home Depot what it was supposed to be, safer, cleaner, and quieter operation. <br />There are ways to do this by adding more signage in the back, adding landscaping, making more <br />of an effort to make the appearance in the back as well as the front look nicer. Mr. Fredrickson <br />apologized to everyone for the inconveniences, but he is here to try to work things out. Mr. <br />Packard commented that there shouldn't be any trucks coming in late at night, because there is no <br />night shift and they don't start receiving anything until 7:30 in the morning. It is almost a total <br />impossibility for the Home Depot to be receiving truck shipments between 10 p.m. and 2 a.m.. <br />Mr. Packard addressed the heavy traffic and commented that they put about $800 in speed <br />bumps. Mr. Allan questioned where the materials they receive come from. Mr. Packard <br />answered that 90 percent of what they receive come directly from suppliers, they have core <br />carriers which delivery times can be controlled. Anything they receive, except seasonal <br />merchandise, is on a set timetable. W. Allan commented that in his experience with truckers is <br />that if they arrive early they will just sit outside the gate and wait until they could make that <br />delivery. He feels that truckers need to be policed very stringently or they would take full <br />advantage of the system. Mr. Tallon commented that he was sure when they approved the plans <br />the mound wasn't just a pile of dirt. He expects full cooperation from Developers Diversified in <br />the mound area. Mr. Fredrickson commented that they would go back.and look at the approved <br />plan and replant the landscaping on the mounds. W. Tallon questioned the Law Department if <br />the Home Depot wanted to rent something that wasn't on the list provided, would they be able to <br />do that. Mr. Dubelko replied yes there is nothing from stopping them. W. Tallon questioned <br />gasoline-powered engines inside a retail center. Mr. Conway replied that there are fire <br />department requirements and there is a point where they can cross a high hazard and a low <br />hazard based on the amount of fuel. Most of these placed try to keep the gas out of the <br />equipment when it is returned to the store. Mr. Dubelko commented that some of these questions <br />are related to business regulations as opposed to zoning code matters and you certainly can make <br />changes in the application to noise, traffic and safety concerns from the building itself. The city <br />could regulate the business use of that property if something does come up. Mrs. Dubler came <br />back up to make further comments. She did walk back to the mounds and on Home Depots side <br />of the mound there is an area that is maybe 20 feet by 6 feet and she counted 25-30 shrubs in that <br />area, that is dense planting which they expect to cover the whole mound. <br />R_ Ta11on motioned to table Developers Diversified (Home Depot) of PP# 235-27-001 and 011, <br />their proposal which consists of a 1,792 squ.are foot addition to Home Depot. They are to look at <br />the feasibility of moving the building east underneath the canopy between the two existing <br />openings. Developers Diversified is to fix the existing mounds, per the neighbors complaints. <br />Home Depot is to address issues brought up by the commission, with the hopes that they will not <br />have to be continually addressed. The motion was seconded by R. Koeth, roll call on the motion: <br />R. Tallon, R. Koeth, K. O'Rourke, T. Hreha, C. Allan, and W. Spalding "yes". S. Asseff, <br />abstained. Motion Carried. <br />2. Donut Connection; 29603 Lorain Road: <br />Proposal consists of opening a donut shop with drive-thru window, making donuts for satellite <br />shops, and new signage.
