<br />? <br />window in the walled up garage area. The existing brick is a concrete masonry unit, which is no <br />longer manufactured. The handy cap ramp will be a red masonry brick which they will try to <br />match the existing brick color as close as they can. The first phase currently requires a variance <br />for a sidewalk encroaching within 10 feet of the property line, which they will modify to bring <br />into Code eliminating the need for the variance. The second renovations will require a special <br />petmit to add to a non-conforming building. The second phase will require two (2) variances, <br />due to the property being rezoned. A parking variance and a front setback for parking variance <br />is required. Mr. Tallon questioned Mr. Conway about the variances required. Mr. Conway <br />suggested that the applicant indicated that they would move the handy cap ramp to eliminate the <br />phase one variance needed. The project will require a special permit to add to a non- <br />conforming building. Phase 2 addition requires two (2) variances for the additional parking that <br />will be required. Mr. Tallon questioned if the lot would be over burdened and inquired about <br />the percentage of land being used. Mr. Conway indicated that he was not sure but believed they <br />were not over the 20%. Mr. Tallon questioned what type of business would the building house. <br />Mr. Porter suggested there would only be offices in the building. The parking requirements <br />would not allow anything more than offices. Mr. Tallon questioned if 11 parking spaces would <br />- be enough for the building. Mr. Porter suggested that one parking space would need a variance. <br />Mr. Koeth questioned how many trees would be removed. Mr. Porter indicated that the site <br />plan showed one tree would be removed in phase one (1): Mr. Koeth indicated that in phase <br />two (2) the plans show two (2) trees being removed. He would like to have the forester give his <br />recommendations on the lot. Mr. Tallon questioned where the doors would be located. Mr. <br />Porter reviewed where the doors would be located and how they would be used. Mr. Koeth <br />questioned if the basement would be used. Mr. Porter suggested that by Code the basement <br />could not be use as there is no egress. In phase two (2) the basement will have an egress but <br />will still not meet the Ohio Codes for use.. Mr. Spalding questioned the landscape drawing. Mr. <br />Porter indicated that the bushes along the West Side of the property would have euonymus <br />bushes all along the property line to buffer the church. Mr. Spalding questioned the lighting. <br />Mr. Porter indicated that the lighting would be gas type lampposts. <br />R. Tallon motion to send RJR Building of 4858 Dover Center Rd. to the Board of Zoning <br />Appeals. The Planning Commission recommends that the Board of Zoning Appeals approves <br />the phase two's variance requests: A 10 foot parking variance. A 40-foot variance for the <br />structure and a 4-foot parking variance for phase two (2). The motion was seconded by, Mr. <br />Koeth and unanimously approved. Motion Carried. <br />R. Tallon motion to approve RJR Building of 4858 Dover Center Rd phase one (1) parking <br />facility in the front of the building along with the front elevation changes. The motion was <br />seconded by, W. Spalding and unanimously approved. Motion Carried. <br />3. Econo Lodge Cleveland Airport West; 22989 Lorain Rd. <br />Proposal consists of construction of a new building for the housing of a swimming pool. <br />Chairman Tallon called all interested parties forward to review their proposal. Mr. Petroski the <br />lodge's representative, came forward to review the proposal. Mr. Petroski used a motel model <br />that was.made in 1996 to show were the new addition would be placed and were the three (3) <br />parking spaces would be relocated.
