Mr. Dubelko questioned if <br />placing the antenna on a one-story retail building 25 feet from ground level would <br />allow the technology to work. Mr. Kurlander indicated yes as long as there were <br />no obstructions. He indicated that if there is any obstruction, they could not <br />operate wireless. Mr. Tallon questioned if there would be a"repeater" technology. <br />Mr. Kurlander indicated that there is repeater like technology that is under <br />development and it could be available very soon. He indicated repeater <br />technology would be a way extending the reach of the 1.5-mile current limitation. <br />No further comments were made. <br />R. Tallon motioned to deny Westbury Apartments; 25151 Brookpark Rd., <br />Community Building; 26777 Lorain Rd, and Corporate Center One; 25000 <br />Country Club Blvd. The proposals that consist of determination of use <br />classification for proposed wireless telephone collection facility based on the <br />Ordinance 1151 which covers this type of installation and that any variance would <br />need to be done by the Board of Zoning Appeals. NOTE: in the framing of the <br />motion, Mr. Tallon recommended that Council look into Ordinance 1151 because <br />of the new technology in place that could possibly have some exemptions from <br />the regulations. The motion approved as follows: R. Tallon, K. O'Rourke, W. <br />Spalding, B. Koeth, C. Allan, and S. Asseff with T. Hreha abstaining due to a <br />conflict of interest. Motion carried. <br />4. Halleen KIA• 27726 Lorain Rd. _ Proposal consists of the demolition of 2 existing buildings and the construction of <br />a new car sales building. Note: This proposal was tabled at the May 23, 2000 <br />Planning Commission meeting pending a ruling from Landmarks Commission. <br />Chairman Tallon called all interested parties forward to review the proposal. NIr. <br />Suhayda from Architects C. A. McGettrick came forward to review the proposal. <br />Mr. Suhayda reviewed the Boards tabling of the proposal at the May 23, 2000 <br />Planning Commission meeting pending a ruling from Landmarks Commission on <br />whether the parcels in question were in the historic district. Mr. Suhayda <br />indicated that to his understanding, Landmarks Commission indicated that the <br />parcels were not in the historic district. Mr. Tallon questioned why there were no <br />minutes or ruling from Landmarks Commission. 1VIr. Dubelko ind'acated that the <br />Building Department would not have placed it on the agenda unless they were <br />convinced that Landmarks had ruled. Mr. Rymarczyk indicated the Commissions <br />told Building Department that it was not in the historic district. Mr. Suhayda then <br />briefly reviewed the presentation. He indicated that on the northwestern end of <br />the property there are two vacant properties that would be utilized as storage of <br />cars. It would have low level lighting with high buffering around the residential <br />neighborhood. There would be a six-foot high landscape buffer with the first six <br />foot being greenery and it would be soil banked with grass with an additional six <br />feet of evergreen landscaping. Mr. Suhayda indicated that coming down Dewey <br />Road moving toward Lorain Road, the first building would be removed. Moving <br />down Lorain there would be a new car sales building of 2400 square feet of <br />flooring. He indicated that the next building on Lorain, which is presently <br />Dominos and the KIA Dealership, would be removed as well. NIr. Suhayda <br />4
