? <br />circulation is completely around the building. The revisions to the site plan were the addition <br />of a landbank loading area, which is on the south side of the building. Mr. Hall indicated that <br />the loading area would not be needed at this time, but it could be used for future use. He <br />indicated there is a dumpster location which is the south portion of the property. Mr. Hall <br />indicated that the parking is 3.9 per 1000 people, whereas, code is 3.5 per thousand. He <br />indicated they have landbanked about 30 spaces along the southern edge of the parking. At <br />this point Mr. Hall reviewed the rendering of a current building in Columbus, which would <br />face Great Northern Boulevard. Mr. Spalding questioned if the North Olmsted site would <br />have the fountain that is shown on the rendering. Mr. Hall responded "no," the rendering is <br />just to show what the building would look like. Mr. Koeth indicated he likes the brick. Mr. <br />Hreha questioned if the only driveway would be placed off of A1 Moen Drive. Mr. Hall <br />indicated that yes. On the site plan, there is a second building, a"future building" that would <br />be in the future, and there would be a second drive to accompany the second building. Mr. <br />Allan questioned if there were any variances required. Mr. Conway indicated that before the <br />new site plans, there were no variances required, and in talking with Mr. Hall there should not <br />be any variances required. Mr. Spalding questioned if the dumpsters would be enclosed since <br />they are fairly close to the apartments. Mr. Hall responded "yes," the dumpsters would be in <br />an enclosed structure matching the building. Mr. Asseff questioned if drainage would affect <br />Carey and Allendale Lane. Mr. Deichmann indicated there would be a need for retention <br />system, so there would be no problem. The City had constructed a relief sewer from Great <br />Northern Boulevard culvert down to Butternut then down to Columbia, which bypasses the <br />Allendale-Carey subdivision. The City also installed restrictors in the eastern outlet of the <br />culvert and put some additional restrictors in the A1 Moen Drive outlet to the ditch. There <br />have been multiple things done over the past couple years to help the Allendale-Carey <br />neighborhood, so it should not affect them. He indicated that the Church across the street has <br />increased their retention in the process of their construction, which would help the area as <br />well. Mr. Deichmann indicated that the Allendale-Carey has problems of their own due to the <br />fact that the system is an old storm drainage system and the streets should be rebuilt as far as <br />pavement and storm drainage. <br />R. Tallon motioned to send Duke-Weeks Reality; Location is south side of AL Moen Drive <br />PP# 236-11-009,011,018 & 236-12-010 to the Architectural Review Board to accept the <br />proposal, which consists of erecting a building on the front southwest side of Moen Drive as <br />submitted. The motion was seconded by R. Koeth and unanimously approved. Motion <br />carried. NOTE: At this time the Clerk announced that Duke-Weeks Realty would attend the <br />Architectural Review Board meeting held on May 17, 2000 at 5:30pm. <br />IV. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />1. Root Road vacation and Lehlbach Lot Split and Assembly Plat - NOTE: That the proposed <br />items in both cities of Westlake and North Olmsted and requires approval by each city. North <br />Olmsted Item: The proposal is to split permanent parcel numbers 231-19-021 into three (3) <br />sections of land, and each section being joined to adjacent Westlake and North Olmsted <br />(permanent parcel number 231-19-020) property. Location is the West Side of Columbia <br />Road, south of the projected intersection with Root Road. Zoning within North Olmsted is <br />B-Residence, Single Entirely. <br />3
