-_ a <br />Halleen the security they want. Mr. Asseff questioned if the chain was going to remain in place <br />permanently. Mr. Halleen replied yes. Mr. Asseffwent on to question if the light posts were going to <br />be 30-35 feet apart. Mr. Halleen replied that the poles were currently in place and had no intentions <br />of moving the light posts. Mr. Spalding questioned if all poles were existing. Mr. Halleen indicated <br />that all were existing poles, except the east end. They are proposing two new 6 inch round posts to <br />fill in the large gaps. He doesn't agree with a wrought iron fence, although it looks nice, it will <br />collect garbage. Mr. Tallon questioned if Halleen had a maintenance crew and suggested they could <br />clean up the garbage. Mr. Halleen replied "yes." Mr. Asseff questioned what the posts look like as <br />proposed. Mr. Halleen indicated the posts have a concrete base with light post in which the chain will <br />run between, so the cars can not be driven out. Mr. Tallon questioned if the new posts would have <br />lights. Mr. Halleen indicated "no", the new 6 inch posts will be 32 inches above grade and used to <br />keep the chain up between the posts, some of which are 75 feet apart. Mr. Allan questioned if the <br />chain link would be an extension of the existing fence. Mr. Asseff responded that it was just a chain <br />not a fence. Mr. Spalding suggested something more attractive should be used instead of a chain <br />going between the posts. Mr. Tallon suggested that a wrought iron fence could be anodized <br />aluminum or anything else, which would be better aesthetically. Mr. Halleen suggested that anodized <br />aluminum has no structural value and could not stop a car. Mr. Tallon commented that a car could <br />drive through a chain, as well. Mr. Halleen indicated they keep their property in good condition and <br />he doesn't believe they are a detriment to the City. Mr. Rick Grossan, from Century Insurance <br />Company, came forward to interject. Mr. Grossan indicated that he insures Halleen Chevrolet and <br />mentioned the aesthetics of a chain link. He then commented that Ganley Volkswagen has existing <br />chain link, which is what NIr. Halleen is proposing. NIr. Tallon indicated the Board was not here <br />discussing Ganley Volkswagen, they are here discussing Halleen's- proposal. Mr. Crrossan questioned <br />what the difference was. Mr. Tallon commented that the Planning Commission reviews each proposal <br />on its own face value. Mr. Tallon questioned if there were any further questions form the Board or <br />audience. Mr. Asseff commented that he appreciated Mr. Tallon's point, but in terms of cost per foot, <br />the chain is the least expensive of all the options and a wrought iron is probably expensive on a cost <br />per foot basis. Mr. Asseff commented that the aesthetics of Lorain Road do matter, the applicant <br />does not need to go with the most expensive option, but he shouldn't go with the cheapest either. <br />Mr. Tallon motioned to deny the proposal of Halleen Chevrolet 27932 Lorain Rd. Their proposal <br />which consists of fencing in front and east side of building to eliminate unauthorized vehicle removal; <br />as per Insurance Company. The motion was seconded by W. Spalding and unanimously approved. <br />Proposal Denied. NOTE: Mr. Dubelko indicated that all the actions by the Planning Commission <br />can go on to the Board of Zoning and Development for review. The Clerk then announced that the <br />next Board of Zoning and Development meeting will take place Tuesday February 8`h at 6:30pm. <br />Within the motion, Mr. Allan indicated that it wouldn't take a whole lot to put something better in the <br />place of a chain. <br />2.) Chi Chi's Restaurant 26410 Great Northern Shopping Center <br />Proposal consists of repainting entire building, remodeling of existing entry trellis with new entry portico and <br />the addition of plant-on shutters. NOTE: This proposal is resubmitted from the January 11, 2000 Plamiuig <br />Commission meeting. <br />Chairman Tallon called all interested parties forward to review the proposal. Mr. Demetor, the <br />Architect, came forward to review the proposal. Mr. Demetor indicated he had some exhibits of <br />2
