He indicated the <br />Committee should have received an exhibit, a color elevation, since the January 11, 2000 meeting <br />regarding toning down the blue color. In the subsequent exhibit, the blue has been toned down. Mr. <br />Tallon asked which blue he was referring to. Mr. Demetor indicated the Committee should have <br />received a color elevation. The Clerk reviewed all the documentation that the Office of Commissions <br />received and a color elevation was never received. Mr. Demetor reviewed the January 11, 2000 <br />meeting in which he was at a disadvantage due to a previous proposal that he. was unaware of. He <br />coinmented that what was done was a function of maintenance, they started painting the building <br />without a.permit. When the City noticed this, the permit was pulled, so the maintenance had to <br />submit the colors being used. Mr. Demetor indicated that what Chi Chi's is now proposing is a <br />remodel. Mr. Spalding questioned which blue they suggested toning down. Mr. Demetor produced <br />a color swatch of the blue, marked PE-6, which has been toned down from the original color. Mr. <br />Demetor indicated the board should have received a color copy of a new submittal of the new colors. <br />NIr. Tallon questioned if Chi Chi's had been through the Architectural Review Board yet. The Clerk <br />replied "no". Mr. Demetor withdrew the previous proposal at the January 11, 2000 meeting. Mr. <br />Tallon suggested Chi Chi's be passed on to the Architectural Review Board with the new color chip <br />and then return to Planning Commission. Mr. Demetor questioned how many color renderings <br />would be needed. The Clerk replied "six". Mr. Tallon indicated that when Chi Chi's returns to <br />Planning Commission, the color renderings need to be given to the Committee as well. Mr. <br />Rymarczyk indicated that Chi Chi's needed a referral to go before the next Board of Zoning Appeals <br />meeting to obtain a special pernut for altering a non-conforming building. The Clerk announced Chi <br />Chi's will go before Board of Zoning Appeals on Thursday, February 3, 2000, Architectural Review <br />Board on February 16, 2000, and back to Planning Commission on February 22, 2000. Mr. <br />Rymarczyk indicated that Chi Chi's needs to go before Board of Zoning Appeals for a modification to <br />the entry and the Board hasn't addressed that issue yet. Mr. Rymarczyk indicated that currently they <br />have banners and Chi Chi's wants to put the translucent corrugated fiberglass in the entryway. Mr. <br />Demetor replied "yes". NIr. Spalding questioned if the portal will be exposed. Mr. Demetor <br />indicated it will all be exposed framing. Mr. Asseff questioned if there would be extra signage. Mr. <br />Demetor indicated each store was on a site by site basis, but there won't be any new signs added they <br />will replace the face of the existing signage. Mr. Asseff questioned whether there would be a sign on <br />the face of the portico. Mr. Demetor indicated he would have to look at what is on the existing <br />elevation presently; if there is one presently on the building it will stay on the building. Mr. Demetor <br />indicated they will apply for it to be relocated to the entry portico. Chi Chi's would probably apply <br />graphics to the old location, such as chili peppers or something painted on that wall. Mr. Demetor <br />indicated he isn't sure of what the guidelines are for the considerations of that as signage. <br />Mr. Tallon motioned to do a two-part motion. First, he recommends Chi Chi's to Board of Zoning <br />Appeals for a special pernut for addition to a non conforming building, and second, to table Chi Chi's <br />until the second meeting in February after returning from Architectural Review Board and Board of <br />Zoning Appeals. The motion was seconded by W. Spalding and unanimously approved. Proposal tabled. <br />NOTE: In the framing of the motion, Mr. Demetor clarified fr.om the Board on the next steps to be <br />taken by Chi Chi's. Mr. Tallon indicated Planning Commission recommended Chi Chi's to <br />Architectural Review Board to allow them to go ahead with the special permit, then you were <br />recommended to come back to Planning Commission after going before Board ofZoning Appeals and <br />Architectural Review Board. That way Planning Corrunission knows Chi Chi's was approved for the <br />3
