? <br />2. Gloria Dickson; 23519 David Dr. <br />Proposal consists of erecting a fence along side an existing fence. <br />Request a variance to erect a fence along side an existing fence. (Code <br />prohibits this installation) section 1369.03 (a) (3). <br />Chairman Puzzitiello called all interested parties forward to review the <br />request. Mrs. Dickson, the owner, Mr. Eid, the contractor, Mrs. Graham and. <br />Mrs. Blech, the applicant's family members, and Mr. Wallenhorst, and Mr. <br />Gruss concerned neighbors came forward to review the request. Mr. Eid <br />indicated that Mrs. Dickson would like to have a privacy panel in the rear of <br />her yard. There will be 4 or 5 feet between the rear neighbors fence and the <br />privacy panel. Building Commissioner Conway suggested that the applicant <br />wanted a screening wall. Mr. Engoglia indicated that he would like to see the <br />fence moved back towards the house 5 feet. He indicated that he was not sure. <br />if he could agree to the fence if it could not be moved. Mr. Wallenhorst <br />indicated that he objected to the fence being erected. His lot abuts this <br />property and he does not want to see the fence put in place. Mr. Engoglia <br />indicated that the fence would not impede the neighbors yard. Mr. Cmiss, a <br />neighbor indicated that he did not want to see the fence put up either. He feels <br />that the fence in not warranted. Mr. Wallenhorst suggested that there were <br />two areas of fence that the applicant put up last year which have gaps and it is <br />hard to keep those areas maintained. Therefore, he believes that the applicant <br />will not maintain the area between the privacy panel and his rear fence. Mr. <br />Engoglia suggested that the applicants' property slopped so it might not be <br />such a bad idea. Mr. Gruss indicated that with the slope in the yard and the <br />fence standing 6feet high at the top of the slope it would stand 9feet high <br />looking from the rear. He objects to a second fence being allowed to be put <br />up. The applicants have no trespassing signs all over the place as well as <br />floodlights that shine in the windows of his and other neighbor's homes. Mr. <br />Eid indicated that if the fence were built it would block the floodlights from <br />going into the neighbor's windows. He also suggested that Mr. Gruss went to <br />Mrs. Dickson's other neiahbors talking about what she was doing. There is a <br />need for privacy in the backyard as Mrs. Dickson has patients that she takes in <br />the backyard. Mrs. Blech indicated that the applicant wanted the fence as she <br />has a patient that likes to go outside. Mrs. Dickson indicated that the rear <br />neighbors object to the fence and all she wants is privacy. Mr. Engoglia <br />indicated that he has no objections as long as it is moved 5 or 6 feet in. He <br />remarked that the proposed fence would look better then what is presently in <br />place. Mr. Gruss indicated that from the rear the fence would not be <br />attractive. Mr. Klesta indicated that he could see the concern of the fence <br />being 6 feet high as it would look bad from the rear. He commented that the <br />rear of the property sloped down 3 to 4 feet and there is a concern about the <br />power lines. Mr. Engoglia indicated that the proposed fence is a lot better <br />then what is presently in place. Mr. Conway asked the rear neighbor if they <br />would object to a 5-foot height fence.
