. <br />r? <br />The masonry will match the existing dark brick. Mr. Yager suggested there was a light ?,. <br />banding element in the existing brick building that he would like to see continued. Mr. <br />Rinker suggested that the mall addition would only band on the West Side entrance. The <br />existing south entrance is being removed to accommodate the department store. Mr. <br />Liggett questioned what type of landscaping would be used. Mr. Cassiere indicated that <br />there would be landscaping around the entire department store except at the main entrance. <br />Mr. Yager questioned if there would be any doorways or lighting, added to the mall addition <br />as well as how the addition would be serviced. He indicated that the department store <br />seamed to be 77 feet high. He would like to know what the height of the existing <br />department stores are so the board can tell how much higher the new department store <br />would be in comparison. He questioned if there would be roof top units on the mall <br />addition, as it would need to be ventilated some how. The boards need to see how the <br />rooftops would be placed if any are to be added. He questioned why an E.F.I.S. department <br />store was being built when the existing mall is entirely masonry. Mr. Yager questioned the <br />building commissioner about the new additions meeting all the setback requirements. Mr. <br />Conway indicated that they did, as the setback requirement is 75 feet from the road. Mr. <br />Yager indicated that he would like to see a site plan, which showed the existing structures <br />height in comparison to the new department stores height. He questioned if the department <br />store look, which they were reviewina, was going to change once a tenant was found. Mr_ <br />Cassiere remarked that what the boards were reviewing is what would be built. Mr. Yager <br />again questioned why brick was not being used. Mr. Cassiere commented that his client had <br />used this type of material for the past 15 years on all the buildings they have built. Mr. <br />Yager questioned if they had used it in this area. Mr. Cassiere indicated that they had used <br />E.F.I.S. all over the country. Architecture + whom Mr. Cassiere works for is the E.F.I.S. <br />manufactures main account and has never had any trouble with them. The durability of the <br />E.F.I.S. is determined by the applicator. He suggested that they have used E.F.I.S. in <br />Omaha and Cleveland, both of which have tough climates. Mr. Yager remarked that this <br />area climate is freeze/thaw and the City has found that E.F.I. S. does not last long here. <br />Council does not look favorably towards E.F.I.S.. Mr. Barker indicated that most of the <br />new malls and mall renovations are using E.F.I.S. on the buildings. It is used a lot on <br />entrances that are replaced or put in place new. Mr. Cassiere commented that the base <br />accent would be coffee bean color to pick up the brick color. The base of the entrance will <br />be accented with polished granite. Mr. Yager is concerned with skateboard's hitting the <br />base of the building the E.F.I.S. will not hold up. Mr. Cassiere suggested that that is why <br />there will be landscaping between the building and the sidewalks. Mr. Liggett indicated that <br />he did not mind a little E.F.I. S. being used on the building as long as masonry is used in the <br />building, especially near the base. Mr. Cassiere suggested that he could look at using brick <br />on most of the building but the entrances would need to be done in E.F.I.S. With the <br />building being three stories high you have to be careful with how much masonry is used as <br />too much will weigh the building down. Mr. Yager suggested that the developer could use <br />split-face, ground-face-textured block as well as a number other products besides E.F.I. S.. <br />He is concerned that the E.F.I.S. will not hold up to the weather changes. The Mayor <br />questioned what the cost differential was between using masonry and E.F.I.S. on the <br />building and informed the applicants that council members really do not like to see E.F.I.S. <br />used on new buildings. Mr. Yager remarked that E.F.I.S. is not as durable of a rrxaterial as <br />masonry in this environment. The applicants were not sure what the cost differential was <br />but indicated that cost was not a factor for using E.F.I.S.. Mr. Yager questioned who <br />would be responsible for the upkeep of the building. Nfi-. Cassiere indicated that tlae owners <br />are responsible for the building and the upkeep of the building. Mr. Liggett suggested using <br />spandrel glass in the main entrance archway, it would compliment the granite at tlie bottom <br />2
