Mr. Cassiere suggested that spandrel glass would be <br />more of a maintenance problem then the E.F.I.S. as it does not hold up to the weather <br />changes. Lights will be used to emphasize the archway over the main entrance. Mr. Liggett <br />suggested that was more reason to use spandrel glass. It is understandable that there could <br />be problems with spandrel glass but, if the right manufacture and materials are used it will <br />enhance the entrance. He questioned the depth of the canopy and how the lights would be <br />mounted. Mr. Cassiere suggested that the depth of the canopy would be about 10 feet and <br />the floodlights would be placed on top of the canopy. Mr. Yager questioned what type of <br />lighting would be used in comparison to the rest of the mall. Mr. Cassiere indicated that he <br />did not know what type of light would be used. Mr. Barker suggested that all the lights <br />would be metal halide. Mr. Yager suggested that the parking at the entry point of the <br />department store does not really draw the patron to the entrance. Mr. Barker suggested <br />that the parking angles would not change as the layout of the existing parking splits the <br />difference between the stores. Mr. Yager commented'that he liked the department store and <br />felt that it would be a good addition to that side of the mall. Discussion was given as to the <br />thought of only having two entrances on the department store or moving the entrance curb <br />cuts down a ways. The mall owners are not sure how they would work that out as the <br />tenant wants all three entrances and the curb cuts are in line with businesses across the <br />street. Mr. Yager suggested angling the department store but Mr. Cassiere remarked that <br />doing so would inake his client lose visibility on the inside of the mall. It was suggested that <br />thought be given to moving the department store 20 feet . to the west but Mr. Barker <br />indicated that moving the store over could a.ffect other departments layouts. The way a <br />department store is laid out, how the isles run and the impact they each have on a store were <br />discussed. Mr. Yager suggested removing 20 feet of the mall addition to open the parking <br />area of the department stores main entrance. Discussion took place regarding the applicant <br />being able to have things ready to go before Planning Commission by the following <br />Tuesday. Mr. Yager as well as Mr. Liggett indicated that they would work with the <br />applicants any way they could in viewing the changes before the Planning Commission <br />meeting. Mr. Yager would like to make a motion on the proposal tonight as well as attend <br />the Planning Commission or Board of Zoning and Development meetings to voice his <br />thoughts. Mr. Conway indicated that the building department would work with the <br />applicants as well as the Board members to make sure blueprints or comments got back and <br />forth between them. Thereby allowing the applicants to be better prepared for the Planning <br />Commission meeting. It was suggested by Mr. Yager that if the tenant is firm on using <br />E.F.I. S. they should present pictures as well as documentation to convince the other boards <br />and commissions that it should be allowed. The Mayor commented that the City of North <br />Olmsted is working towards becoming a premier City in the State of Ohio and they want to <br />get away from this type of material. As an example, the Mayor reviewed that a pharmacy <br />was built out of E.F.I.S. on the corner of Sterns and Lorain Road. That same pharmacy <br />built a brick store six blocks away at the corner of Dover and Center Ridge, wlhich is in <br />Westlake. He remarked "that will never happen again". Mr. Yager suggested getting <br />pictures as well as recommendations from other Cities officials indicating that they have <br />been pleased with their buildings. The loading dock will need to be addressed in more detail <br />as E.F.I.S. is not a good material to use in loading areas as it collects dirt. The landscaping <br />plan will need to be reviewed by the landscaper that was not able to attend the meeting <br />tonight although the City forester has reviewed them. The new plans should show how <br />everything is tied together and they should be submitted in color. <br />3
