i <br />the existing KIA-Domino's building would remain. They are going to convert that to a KIA <br />dealership. What they have tonight is the landscaping, buffering, lighting, and proposed building <br />elevations. The old A&K Tire building (43) will be used as a detailing shop where KIA will <br />clean cars. The other building (#2) is for lease. Mr. Tallon questioned if they weren't doing <br />anything but painting the back buildings. Mr. Kula replied that the A&K Tire building (#3) <br />would just be painted, while the building on Porter (#2) will have a new canopy and will be <br />painted. Mr. Tallon indicated that he wanted to start off with the lighting scheme. The poles <br />should not be more than 15 ft. tall from the ground up. The two 12 ft. poles are fine, but the big <br />17 ft. pole should be chan;ed to be 15 ft. tall. He then suggested making them all 12 ft. poles at <br />250 watts. All this is going to be is car storage and you don't need that much light. Mr. Kula <br />indicated that it was car display on Lorain Rd. and the storage is in the rear. Mr. Tallon replied <br />that it doesn't matter. What do you need all the lights for, you'll be able to see fine. Two <br />hundred fifty watts is more than enough for anybody. Mr. Parsons questioned what he was <br />basing these recommendations on. Mr. Tallon replied that he was basing it on the fact that it's in <br />the middle of a residential area. Mr. Parsons commented that they seldom use incandescent <br />lighting today in any commercial application let alone any car dealership today. It is the most <br />inefficient lamp source you can use in the market today. In 99.9% of all applications of car lot <br />facilities their using HID (High Intensity Discharge) lighting, metal halide for respectable color <br />rendition and merchandising of the cars. The fixtures they are proposing to use are state of the <br />art, total cutoff IES sockets. It will not spill over into the adjacent residential areas. At the same <br />tiine, with the pole heights they've located them at, they're not presenting a glare factor to any of <br />the residences along Dewey Rd. They tried to accommodate that by using state of the art <br />technology, full cutoff sockets, and yet maintain energy efficiency, good color lighting output <br />and not create any glare bombs for anybody to be angry about. Mr. Tallon indicated that they are <br />going to create glare bombs. They have highly polished cars sitting there with this light beamed <br />down off of them in a residential area. Have you ever seen what the stadium looks like when it <br />lights up, yes, because you get light spillage. That is exactly what you are going to have here. <br />Mr. Parsons replied that black does not reflect the light as much as white does. Mr. Tallon <br />reminded that it would be all over the highly polished cars, it is aoing to reflect everywhere. <br />What you want here is the softest light possible. This is right in the middle of a residential area. <br />We are not here to market cars or to sell lights; we are here to make this project workable. That <br />means for everybody, the citizens of North Olmsted, as well as Halleen. The only way we're <br />going to do this is to make it comfortable for the people sit on their front porch and not be able to <br />read the newspaper with all the lights off in their home because the dealership lights it up. Mr. <br />Parson questioned what comfortable was to him. Mr. Tallon replied anything that isn't harmful <br />to your normal way of life, period. What he means by that is bring the lights down. Down in <br />intensity and mounting, both. Sell the right lights for this residential neighborhood. This is a <br />residential lot you're putting these lights on that has a use variance. Mr. Kula questioned what <br />the front lot is zoned. Mr. Tallon replied commercial, but the two back lots are residential. W. <br />Kula thanked him. He questioned if there was a pole height requirement for the City of North <br />Olinsted. Mr. Tallon replied no, the pole height is what this board recommends here. Mr. Kula <br />questioned if that was quantitative from one project to the next. Mr. Tallon replied it is <br />subjective, every project is looked at individually on its merits. He questioned what type of <br />painting they were using on the back buildings. Mr. Suhayda replied that there is a stucco finish <br />that is on now, and they would like to go with a beige brown stucco. Mr. Tallon questioned what <br />type of paint they were using that would adhere and not flake off the building. Mr. Suhayda <br />replied that he wasn't sure at this time. Mr. Tallon questioned the mounding on Dewey. Mr. <br />Suhayda commented that the mounding on Dewey is a 6 ft. earth mound and they are doing a <br />minimum of 6 ft. pines on top of that.
