-f <br />they should bring some type of qualification for the type of paint that will be going on the rear <br />buildings because with that building, as old and as dainp as it is, that the moisture will get in <br />there and start popping off the paint. He is sure that there is a product out there that will make it <br />work. He questioned if the All Tune & Lube building was empty. Mr. Kula replied that it was <br />for lease currently. Mr. Asseff questioned what types of lamps were on the light poles in the <br />reax, metal halide or sodium. Mr. Tallon recommended a sodium lamp because it is softer. He <br />questioned if the applicants understood that the rear LP "C" should be high pressure sodium so <br />you give that softer glow light as opposed to that brilliant light you're going to have up front. <br />Mrs. O'Rourke implied that they should have cutoff fixtures also. Mr. Tallon invited any <br />residents from the audience who wished to speak forward at this time. Bob Hebabrand, a <br />resident from 5141 Porter 1Zd., came forward. Mr. Hebabrand questioned the legality of the use <br />variance for parking their cars on residential lots. Mr. Tallon indicated that it was not only legal, <br />but it is binding on this board which had no say on it. Mr. Dubelko commented that the lots <br />haven't been rezoned to commercial and the use variance only allows for it to be used as a <br />parking lot. It can't be used for any other purpose than that. That is the purpose between <br />rezoning and a use variance. Mr. Hebabrand questioned if he could get a use variance for his <br />residential lot. Mr. Dubelko replied of course, anybody can file an application and meet the <br />standard that is required. Bill Jordan, a resident from 5115 Dewey, came forward and questioned <br />if there was an existing light on Lorain Rd. facing the dealership that will be lowered and <br />reduced in power. Mr. Tallon questioned if he was talking about the existing lights. Mr. Jordan <br />replied correct. Mr. Tallon indicated that he won't do anything like that, if the lights on his <br />property bother you, you have to file a complaint with City. If in fact it is a nuisance, the City <br />will make them re-direct their lights to not shine your way. Mr. Jordan thanked the board for <br />eliminating the access drive on Dewey. Christine Smith-Dorey, a resident who was speaking for <br />her mother whom lives at 5212 Dewey. She indicated that she would be a resident of 5120 <br />Dewey. She just bought that property at the end of the street. She questioned if anyone has done <br />a water runoff study with all of the new paving going in. The are no storm sewers on Dewey. <br />There are 3 french drains on that street total. She was very concerned about flooding on the <br />street. She wanted to know who would be responsible if they pave this and people's basements <br />start flooding. Who would pay the $70 per month flood insurance. She thanked the board for <br />the lighting issues and cutting out the drive on Dewey. There is no traffic light on the corner of <br />Dewey and Lorain. She questioned if there was to be landscaping along the north side of the <br />property. Mr. Suhayda replied yes, the mound will have trees on it. She indicated that the Giant <br />Eagle property has fences on the top of those mounds with plantings on the residential side of the <br />fence. She finds that to be much more acceptable than the trees, which may not block the light. <br />A six foot fence on top of the six foot mound would be a much more acceptable solution. It may <br />not be aesthetically pleasing, but it would really help block the lighting and noise. She was <br />concerned about the trees that KIA has already taken out because they get headlights shining <br />down from Butternut Ridge Rd. onto their street. She questioned if there would be a P.A. <br />system. Mr. Kula indicated that they would have the same thing Chevy has currently. Mrs. <br />Smith-Dorey commented that she could hear pages all summer long with the system they used. <br />She has been a North Olmsted resident for 41 years and she just bought a house on this street so <br />she could be a North Olmsted resident for another 41 years. She paid a lot for this house and she <br />didn't want to see it flooding. That really is her primary concern. Mr. Tallon indicated that they <br />develop these lots, they have to comply with the Ordinances of North Olmsted, which has to go <br />through the Engineering Department. All the water that is collected on that site has to be held <br />and drained on that site. The proposal will not be approved until the Engineering Dept. approves <br />the drainage of that site. Mrs. Smith-Dorey commented that the elimination of the drive on <br />Dewey makes her feel a little better, and questioned exactly how far they would like to see the <br />7
