board would Iike the parking-lot Iighting subinitted on a plan showing height ?
of poles, wattage of the larnps and the direction of the lamps. 'I'here must be ,
zero readings at the lot Iines. The lights are to be shielded from the neighbors.
Mr. Sheniceiz suggested that they would place the poles where they can be
aimed onto the lot. He indicated that they would subinit photo metrics of the
entire site. Mr. Tallon questioned were the trucks would enter the site. Mr.
Crook indicated that they would enter from the southwest end of the site. Mr.
Tallon questioned if the docks were ramped down or even. Mr. Crook
indicated that the ramps are 4feet down and then even out there will be
retaining wa11s around the dock. Mr. Tallon indicated that the area directly
behiiid the docks would need to be heavily landscaped to buffer the residents
behind the building. They would also like the applicants to look into sound
baffling for the dock area as tliere are materials available to help keep the truck
noises from traveling. Mr. Dubelko commented that as there has been an on
going problem with truck traffic in the back of this building as well as other
department stores as this board well knows. He would like to strongly suggest
that the docks be located in such a way as to have the trucks back into the
center south entrance to access the docks. Mr. Tallon reviewed that
department store sites in North Olmsted have had trouble with trucks parking
over night in the back of their buildings and running their engines all night to
keep worm. The city would like to keep the trucks from having access to the
backs of the department stores. Mr. Deichmann suggested that the traffic
engineer could work with the architect. Mr. Sheniceiz suggested that they
would rework the dock area the best they could. Mr. Spalding questioned
what would go in the proposed retail building. Mr. Sheniceiz suggested that it
would probably be a restaurant of some type. NIrs. O'Rourke questioned if
the new Tops building would be bigger or smaller then the building at Crreat
Noi-thern shopping center. Mr. ' Sheniceiz indicated that the new building
would be 57,000sqft and the existing building is 40,000sqft therefore, the new
building is bigger. Mrs. O°Rourke questioned if the existing building could be
renovated too accommodate the new supermarket. Mr. Sheniceiz suggested
that there are cost factors as well as maintenance cost and the buildings ability
to accorntnodate the layout of a grocery store to look at. At this point it looks
more feasible for Tops to build a new structure then to try to renovate the
existing building. IVIr. Spalding questioned if there would be landscaping
around the existing daycare as well as fencing between the two buildings. Mr.
Sheniceiz indicated that there would be landscaping used to separate the two
sites. Mr. Tallon suggested that the landscapuig along Brookpark Road
needed to be enhanced. Mr. Sheniceiz indicated that they would enhance ihe
landscaping along the Brookparlc Road property line in the next plans
subinitted. Mr. Tallon questioned if Tops would own the land. Mr. Sheniceiz
indicated that currently they are working on a ground lease froin the Kimco -
Realty owners, which does not include the day-care property. Mr. Tallon
requested that landscaped islands be added to the parking lot so that the area is
not just blacktop. Mr. Sheniceiz indicated that they would look at adding a
couple islands but they don't want to make it harder to snow plow. Mr. Hreha
questioned what hours of operation the construction crews would be working
and how they would keep the noise and dust down, Mr. Sheniceiz indicated
that they would work within the operation hours allowed by the city of North
Olmsted. It should only take a week or two for the demolition to take place.
4
