To control the dust and dirt they will try to make sure the best measures are
used. Mr. Spalding questioned when the applicants were looking to be
operational. Mr. Sheniceiz suggested that the owners would like to be
operating some time in 2002 caIendar year. Mr. Allan inquired if there would
only be one trash compactor. Mr. Sheniceiz reviewed that there is not as much
trash in food retail these days and the compactor will be replaced 2 to 3 times a
week. Mi-. Tallon indicated that was another reason to look at were the trash
and doclc area is located as the trash compactors are picked up very early in the
nnorning. Councilman I.impert indicated that the residents present want to
make sure there is a good project. If the entrance has to be on the east side of
the building it should be on the southern end of the east side of the building.
The residents would also like to see the last row of parking spaces landbanked
to keep the headlights out of the residents windows. Since the north side of
the building has been a congregating area for truclcs to park over night the
north side of the building should be entirely grass instead of asphalt. He
suggested that the applicants can use ones and two stones and then place dirt
over that so the fire trucks do not get stuck. Anything that can be done to
keep the trucks from behind the building would be looked at favorably by the
residents. The cyclone fence and the plants are not buffering the neighbors
from the noise or the trash and the owner is not keeping up with the fence. He
would like the applicant to look at the walls that were put in place at Wal
Mart. The mounds have been a problem as kids have taken to hanging out in
the area and the retention that is in place now is not working. The residents
would Iike to see new plans for the drainage in the area. Mr. Hreha indicated
that he agreed with Mr. Limpert regarding the mounding and a masonry wall
would work better for the residents. A 4 foot mound with a 4 foot tnasonry
wall would be better then what is currently in place. Mr. N1Vfiillison a resident
indicated that the overflow of the retention basin has backed into his yai-d as
well as others. The truck traffic is a major issue for those of us who live right
behind the building. What will be the maintenance schedule as the sweepers
currently go through 4 am and 5 am in the morning. Having a grassy area on
the noi-th side of the lot would help alleviate some of the truck problems. The
residents would like to see the water retention be underground as the city is
currently bnaintaining the retention, as the owners are not maintaininb the
ditches. Mr. Ransom, a neighbor would like to agree and reinforce the
suggestions that have already been made. The drainage, loading docks and the
barriers between the residents and the retail owners have been a cluonic
problem. The residents would like a masonry wall placed on mounds, it is very
important to us what is going to be done to buffer us from this site. Mr.
Siminerly voiced his concerns regarding the on going trouble the residents have
had with the owners of the land. The applicants have mentioned a traffic light
at the 4-way stop, well the residents would like a traffic light placed at the
entrance to the Pine Ridge development as they have been asking for a number
of years. If this supermarket is placed at this site the traffic on Dover Center
Road will increase. 1VIr. Rizzo uldicated that all the residents would like to see
a masonry wall put in place like Mr. Hreha suggested. He would like to
welcome tops to the site as it would be an improvement to what is currently in
place now. The applicants have suggested that they only have a ground lease
to the property, which means the owner is still not going to be present to take
care of the last 3ra of the site. Mr. Sheniceiz reviewed that the property were
5
