landscaped area but what is there will be updated. The rear parking lot will be paved and <br />drainage will be included. There is an existing fence, which will be replaced in the rear. The rear <br />of the site faces the bowling alley and apartments therefore landscaping will not be added. At the <br />request of the Planning Commission the traffic, flow will be one-way only. Patrons leaving the <br />site will have a right turn only. The restaurant will only sit 40 patrons and be open in the evening <br />hours. <br />Board's questions and comments: Mr. Zei°gott questioned if there was enough parking for the <br />site and if some of the parking could be landbanked for green space. Mr. Margulies suggested <br />that they could not landbank parking as they just meet the minimum requirement. Board <br />members voiced that they did not think there would be enough parking for the site regardless of <br />the restaurant only being open in the evening. Ms. Schulz voiced that parking spaces 32 through <br />34 would cause traffic problems. In order to get out they have to back up at least four spaces to <br />get out, and they will be backing up right where people have to exit the building. Mr. Yager <br />questioned if the existing canister would be removed from the site. Mr. Margulies indicated that <br />the canister is to be removed as well as the rest of the junk on the rear of the site. Board members <br />questioned if the restaurant would move into the first floor space once it is vacant. Mr. <br />1Vlargulies indicated that he was not sure what would happen with the first floor space once it is <br />empty. He felt the first floor could only be used as a small office or storage space. Board <br />members felt that a restaurant would not work above an auto body shop. Mr. Yager suggested <br />that the site needs a]ot more to make people want to come in and eat. The green canopy is fine <br />and should be highlighted, but the rainp is out of place although it is required. The lights are fine, <br />but he does not understand why a historical type light is being used on this site. There needs to be <br />something to grab people's attenticn for this idea of a restaurant above an auto body shop to <br />work. The city should pay close attention to the east side of the platform as it is sitting on stacked <br />bricks. He suggested having outdoor eating area to draw customers. The sideyard setback <br />required is fine. The water retention is fine by Engineering but looks mild. If parking is to code <br />that will have to work. The firewall that is required has to be placed in the walls as well as the <br />lower level of the body shop through the first floor up to the restaurant, which is going to be very <br />costly. Ms. Nacler commented that the existing windows are black not gay as shown in the <br />drawing. She voiced that overall there is not much that can be done with the site. There needs to <br />be some other color on the farade besides gray. Mr. 1Vlargulies suggested that they could change <br />the color scheme. Mr. Zergott suggested there should be color coordination for the railing and <br />canopy. Mr. Rymarczyk informed the board that the railing shown is not to code so that would <br />have to change. Mr. Yager reinarked that the handi cap ramp and deck will require more bars and <br />the whole thing will look ugly. The applicants should use more of a decorative railing and the <br />deck should not be wood with all the brick and metal on the site. 1VIs. Schulz suggested removing <br />the gray color and incorporating a color for the site and to enhance the deck and railing by using <br />lights, or decorative shapes i.e. peppers. Mr. Yager suggested that the rails are guardrails and the <br />applicants could use a laser cut metal that looks cool and will hide the deck. There should be <br />decorative panels to hide the space under the deck. <br />M. Yager motioned to approve the proposal as submitted with the following comments; A. The <br />wood fagade panel is painted a coordinating color with the railing and canopy. B. The railing <br />design and fascia that hides under the deck is done in a inore artistic fashion that would represent <br />what the restaurant represerits. C. For the rear area of the site; remove the storage units and all the <br />junk in the back. Mr. Rymarczyk requested clarification as to what color the board would like. <br />Mr. Yager suggested the colors green, tan, red or any color other than gray. The applicant is to <br />send a color scheme sample to the clerk and she will have one of the board members review it. B. <br />Zergott seconded the motion. Note: In the framing of the motion Mr. O'1Vlalley advised the <br />Architectural Review Board that they can not review a project as a whole board and then after the <br />fact one board member approve something outside a public forum.
