? <br />? location. Mr. Davison said they want to incorporate the building into Water Tower Square and give it <br />its own identity. Mr. Yager asked if they have any pictures of Water Tower Square. Mr. Davison <br />indicated they do have photos. Mr. Zergott said it seems like they want to make it part of that <br />community but the building doesn't look at all like that. He pointed out the back of the building is on <br />Dover Center. He does not understand why they would want to make something part of the community <br />and yet it does not blend into that community. Mr. Khouri said it does blend with Water Tower Square. <br />Ms. Schulz asked to see the photos. Mr. Khouri said that 5:00 p.m. traffic is an issue. Mr. Zergott said <br />he understands the logic of how the building is facing but it will be a good representative for one of our <br />major streets and having the back of the building along Dover is not good. Mr. Yager asked if the <br />address is Dover Center or Water Tower Plaza. Mr. Khouri said the address is up to the city. Mr. <br />Davison said they have tried to make the building along Dover look like the front of the building. They <br />looked over the plans. Mr. Khouri said they matched up the brick. Mr. Davison said they do want to <br />give the building its own.identity. Ms. Schulz asked if the block on the bottom is supposed to be <br />matching the split-faced block elsewhere. They again referred to the photographs. Ms. McKinniss <br />pointed out that the photos are digital and the colors may be off. Mr. Yager said there is a big dotted <br />line on the plans and he asked for the relationship between one site and the one next to it. Mr. Khouri <br />indicated it is the same owners. Mr. Yager said it gores him to see Dover Center being a backyard and <br />not a front yard. He wondered if they could just rotate the building. He thinks it is traumatic to the city <br />that going down a key road there is a back door. He said he appreciates that they are trying to do <br />something to that area. He asked if the door on Dover is an emergency exit, or a front door. He pointed <br />out there is no parking in that area. Mr. Davison said there is no room for parking and it is a narrow <br />site. He mentioned that they had to get variances to even try to accomplish what they are trying to do. <br />They are trying to maintain the 20-foot landscape buffer along Dover. Mr. Zergott asked if they could <br />add more windows to the back side. Mr. Khouri said the windows are tinted so you can't see inside but <br />he understands that request. Ms. Schulz pointed out they are showing future expansion on the plans. <br />Mr. Khouri mentioned the curb cuts and added they don't want traffic in and out onto Dover, Mr. <br />Zergott asked what buildings they will be taking down-. He mentioned Heller's Restaurant. Mr. Khouri <br />said they bought the property from Heller's. Mr. Yager said what is dynamic at the site can only be <br />seen from an expansive parking lot. He said to take the dynamic area and move it. Mr. Khouri said <br />they would have a problem doing that. Mr-. Yager said he has a real problem with what they have .done. <br />He indicated he will not accept the back door on Dover Center. An egress should not be Dover Center. <br />He has never seen that done in any city, He said it is an industrial attitude for a commercia] building. <br />The plan is causing a lot of problems and if they re-evaluate it, they have a better opportunity to make it <br />work. Mr. Davison mentioned again that the site is too narrow. Mr. Yager said it is not too narrow <br />because you have the same owner for the next property. He pointed out that his first question was <br />about adjacent property ownership. He said Carnegie owns it therefore they can do whatever they want <br />with the shape and size of it. Mr. Khouri said they are almost at capacity at Water Tower Square with <br />the parking. Mr. Yager referred to the plans and pointed out other stores in the plaza. He said the <br />applicants were going to match the other tenants. He said they have not matched it. They have used <br />the same material but it doesn't work. He said it is essentially a box with a steel or metal canopy <br />sticking out and sign rails that hold letters that you cannot even read. Mr. Khouri said it is just a <br />picture. Mr. Yager said because it is a picture, that is what it will look like. He said it is what he will <br />see on Dover Center, and what he will see as he drives from the prominent corner of Lorairi and Dover <br />Center. He said they are taking down Heller's which would be a benefit, but if the proposed building is <br />the end result, that is not acceptable. Mr. Davison said there are restrictions on the site. He mentioned <br />the variances. Mr. Yager asked if it is a sprinkler building. He asked if there was something they can <br />do to make the building work better on that site. Mr. Davison indicated it is not a sprinkler building. <br />He said he can see dressing up parts of the building and adding some windows. He added that they are <br />trying to make it look nice. Mr. Khouri pointed out it is not a retail shop where people will be coming <br />and going. It is an office building. Ms. Schulz asked why they needed to face the retail side. Mr. <br />Khouri said because of the traffic on Dover Center. Ms. Schulz again questioned why they need to face <br />3
