the plan they reference on the south side that when CVS was developed they poured a perimeter curb as well as the <br />front landscaped area bed. This perimeter used to be the south setback before they subdivided it and now it is the side <br />setback. They would like to maintain that existing curb line, which is one of their variance requests. At the very <br />eastern end of the property that curb line is 15 feet 11 inches out but that angles as you move to the west and it is <br />almost a little less than 1 foot at the eastern and western most end of that. Mr. Willse then handed out photos looking <br />east and showing the existing curb. It is from Clague Rd. looking east. He showed the board members photos of the <br />restaurant in Brunswick and Medina. The proposed building would be aesthetically the same style building. The <br />landscaping is important to them and the community. They want something that looks good from the street and has a <br />good overall feel with the surrounding areas. They would propose to re-do the landscaping in the front bed area. <br />Their style would be to do something a little bit differently. They would put grass in there which would be irrigated <br />with enhanced landscaping around both the post sign and the directionals. Mr. Rymarczyk asked if the irrigation is <br />for the entire lot. Mr. Willse indicated they haven't gotten into detail but they would focus around the building, the <br />front area in particular. Mr. Rymarczyk said it is required according to code. Mr. Willse said they will comply with <br />code. They propose a 4 foot buffer area that would be grass between them and CVS. They want to keep it looking <br />good. Mrs. Hoff-Smith said there is a large CVS sign right now on Clague that she does not see in the pictures. Mr. <br />Willse said it is where they have the proposed Wendy's sign. He showed more pictures. He said they knew there <br />would be additional development at some point. It is a contractual issue whether or not CVS has an easement for <br />what will be Wendy's property. If they do not have an easement they will replace the CVS sign with a sign that is <br />included in the packet. It is a standard Wendy's ground sign. It is their wish to get a customized panel to go into the <br />lower slot on the Lorain sign. He thinks Wendy's will take the dominant top position on Clague and CVS will be <br />below them. They may rework something. They do natural color brick at the base to make it look better. They will <br />probably take that area and maybe get rid of the top trim and do something more aesthetically pleasing using a natural <br />brick. That issue still needs to be resolved with CVS. Mrs. Hoff-Smith asked where the driveway on Clague comes <br />out in relation to where the road narrows to 2 lanes. Mr. Willse said there is an expanded view site plan on page 2 <br />which gives a good idea of the location. If you were on the southeastern curb cut, the existing apron, and turned right, <br />it is about 15 feet in from that and you can see the perimeter as that area cuts in that would make for that extra lane, <br />the right turn only lane going northbound on Clague. Mr. Spalding referred to the exit sign on the eastern side of the <br />property that goes by CVS. He asked what is to prevent cars from entering there. Mr. Willse said looking from <br />Lorain there are very prominently displayed "Do Not Enter" signs on either side. One is on the CVS building and one <br />on a pole along the curb line. He does not see it as a problem right now. They will rely on those signs and if need be <br />they can put one by the dumpster area facing Clague. If someone came up off of Clague and somehow missed the <br />first common access point, they could have something else visible to clearly mark it as an exit only lane. He said <br />there is an existing board on board fence on the south perimeter and they would extend it using the same type of <br />material. They would put a board on board fence between them and the apartments to the east and run those in and <br />connect them in a way that is satisfactory to completely border them from the residents to the south. Mr. Spalding <br />asked if they would tie it in to the CVS board on board fence there now. Mr. Willse said theirs is a little off set. They <br />would match it up as best they can and it would run the length. It should be accurately depicted on the plans where <br />the fence currently ends. They would extend it to join each other. He added the dumpster area will be fully enclosed <br />with their standard design which is board on board fencing with heavy gauged metal pillars. A resident in the <br />audience asked to see where the dumpster area is on the plan. Mr. Willse said it is in the northeast corner. Mr. <br />Spalding asked if it will be a problem having people cutting through the lot to get to CVS. Mr. Willse does not <br />believe it will be a problem at all. It is a wide drive. He said 10 feet of the 20 foot access easement is theirs and 10 <br />feet is CVS. With that in mind, it was eventually going to be a dual point of access. Mr. Koeth asked Mr. Rymarczyk <br />to review the variances. Mr. Rymarczyk said before addressing that, the board on board fence along the southern <br />property will be fine to be put in pennanently, however, the one along the eastern property line would have to be <br />removable. The city would have to be able to get back in there. He said due to the nature of the business they need a <br />variance for lot coverage. With a restaurant going on the property they need 1.5 acres and they have 1.03. He then <br />reviewed the other variances that would be needed. The issue of the unloading zone needs to be addressed. If they <br />install an irrigation system no variance will be required there. There are variances needed for signage. One is for 2 <br />wall signs on the building. They are requesting 7 ground signs on the lot, the majority of which are directional. Mr. <br />Willse emphasized the directionals will be purely functional. Mr. Rymarczyk said the code does not recognize the <br />directional signs. Mr. Willse said his point is they are coming in with something scaled down. Mrs. Hoff-Smith <br />asked how many of the ground signs are directional. Mr. Willse replied there are 5 proposed directional signs. Mr. <br />Rymarczyk said there is one pick up window sign. There is a monument sign out front that will require a variance for <br />2 feet because they are too close to the right of way. They could probably move it back to have it comply with code. <br />13
