Mr. Milloy said it is an existing block wall. There has to be a <br />two-hour wall, which there already is. Mr. Deichmann said that would have to be shown on the <br />plans. He added that they are showing two handicapped parking spaces, and it appears that both <br />the access isles through those spaces are 5 feet wide. They need to be 8 feet. The code does <br />require that one of those spaces be van-accessible. The code also requires an accessible pathway <br />from the public sidewalk to the accessible entrance of the building for pedestrians. This must <br />also be designated on the plan as well. Mrs. O'Rourke asked if it could go through the parking <br />lot. Mr. Deichmann responded they can stripe a pedestrian walkway right in the middle of a <br />vehicle lane, but that is something Planning Commission needs to consider in terms of public <br />safety. Mrs. O'Rourke asked if there is any space for outside eating. Mr. George said there is a <br />deck but he does not plan, on serving food there. Mr. Rymarczyk said the board would have to <br />know now if they intend to. Mr. Milloy said they would not serve outside. Mr. George added it <br />is more for aesthetics. Mr. Hreha asked for clarification on the parking. He asked about the fact <br />that they are required to have 29 spaces, but they have 45 available to them. Mr. Rymarczyk <br />said the 29 are required for the restaurant and 24 for the auto body and detailing shop, for a total <br />of 53. Mr. Koeth asked if Mr. George owns the detailing shop as well. Mr. George indicated he <br />owns everything in the building. Mr. Hreha is concerned about the shared parking. He said with <br />the amount of activity at that location, if it is packed now, he wondered where the customers for <br />the restaurant will park. Mr. George questioned why Mr. Hreha is under the impression the lot is <br />packed now. He is the building owner and controls all the parking and does not see a problem. <br />He said the customer cars right now are left out front. Mr. Koeth asked what will happen when <br />the situation changes with a restaurant. Mr. George responded they will park cars in the back <br />because it will be paved and striped. Mr. Koeth asked how many people are in the detailing <br />shop. Mr. George said one. Mr. Koeth asked how many people are in the body shop. Mr. <br />George replied two. Mr. Koeth asked how many restaurant workers there will be. Mr. George <br />said there will be 3-4. Mr. Koeth said there are eight spaces in the back, and three left over for <br />auto body vehicles. If the eight cars usually parked up front are put in the back, it is not enough <br />space, He said there is not enough room in the back for employees and the cars that are being <br />worked on for detailing. They are now lacking 16 spaces because they are lacking 8 more spaces <br />up front and the way it is laid out, they are still lacking spaces because of the handicapped spot. <br />They are probably lacking a couple more spaces because they will probably have to redesign the <br />parking. Mr. George said they designed it to the code. He asked if the board is saying the code <br />is inadequate now. Mr. Hreha pointed out that what the engineer indicated is the design for <br />handicapped parking does not meet the state requirements. Mr. Milloy commented they are <br />showing 58 seats for the restaurant, but if parking is an issue they will come back and say they <br />have 50 seats, or 48 seats. They can make the parking work by the code. Mr. Koeth said that is <br />not the issue. The issue is space. They want to make sure this fits with what the applicant is <br />trying to do and what the board would like to see. He said the board is trying to work with them <br />so it does not become a fiasco when they have a grand opening and there are cars all over the <br />place. There could be people complaining they can't get in, or can't get out, and people on <br />Lorain Rd. could be affected. Mr. Milloy agreed with that but added if they have a parking issue <br />they will lessen the number of seats in the restaurant so the parking does work. Mr. Koeth <br />mentioned the applicant shows some lighting in the plans but he asked where the lighting will be <br />in the parking lot. Mr. George said it is existing and is down the middle. He added the poles are <br />being replaced. Mr. Koeth said for the next plan he would like photometrics showing zero at the <br />lot line. It needs to show the size of the poles and the light fixtures. He would like more detail. <br />He indicated they also need to show where the dumpster is located. Mr. Hreha asked if a <br />- restaurant is required to have its own dumpster or if it can be shared. Mr. O'Malley indicated he <br />is not certain if there is an ordinance that permits the sharing of a dumpster. He said there may <br />5
