be some screening requirements to consider. Mr. Koeth asked if the dumpster is screened. Mr. <br />George replied it is not. Mr. Koeth informed the applicant they need to show it is screened. <br />Mrs. O'Rourke asked what is between the property in question and the residential property. Mr. <br />George said the rear residential line is a condo parking garage. He added that on the east side is <br />a bowling alley. There is a gas station in the front on the opposite side. Mr. George said <br />between him and the residents is an 8-foot stockade fence and about 25 feet of space. Mr. <br />Spalding asked if they have access to the bowling alley in the back. Mr. George said there is <br />some space on that side and he referred to the plans and pointed out a fence. Mr. Spalding asked <br />for clarification on the possible 6-car parking drawn in on the plans. Mr. George explained he <br />has permission from the bowling alley to use 6 spots for overflow parking. Mr. Margulies said <br />they realized in the initial planning that the whole back area is an eye sore. There was another <br />plan that was done where if you took the buffer area that is required against buildings that don't <br />really need a buffer, they could get all the parking they, need by code. Mr. Koeth said they are <br />not going to do that. Mr. Margulies pointed out that that is why it is not shown like that in the <br />plans. That is why they are asking for an 8-car variance. Mr. Koeth said he does not want to <br />crain something in there. The board is trying to work with you. There are other things the board <br />will need to see before the proposal can move on. Mr. Hreha asked about land-banking in the <br />back. Mr. Koeth indicated that cannot be done in the buffer zone. He added they are lacking 2 <br />feet onthe one side. They discussed the chain link fence in the back of the property. Mr. <br />George said that with the way it is positioned now, without these restraints back there, he could <br />almost triple what the parking capacity is right now. Mr. Koeth 'said it does not fit in with what <br />they are trying to do. The board does not want it crammed in back there. Mr. George said it has <br />been that way for 15 years. Mr. Lasko said the fundamental concern is recognizing the number <br />of cars that are already being stored on the premises. He said there are enough cars there now, <br />whether in the back lot or in front, that the current level of activity makes it seem to be an <br />impossibility to add enough addition parking to accommodate restaurant customers and <br />employees. Mr. George said there are only 8 cars in front. Mr. Lasko said if the cars were <br />parked legally according to the drawing, there will be a lot more than 8 cars in the front. Mr. <br />George said if the board makes him put the buffer zo.ne in, he wil] have to use it. Mr.. Koeth said <br />the first thing the board will need, if they want to come back, is a report from the traffic engineer. <br />They need to see a screened dumpster. The board needs the drawing that shows the fire <br />resistance. They need to find out what the requirements are for the handicapped parking and it <br />needs to be in the plans. The board wants to see a sidewalk/walking lane that runs someplace <br />from Lorain to the establishment. Mr. George asked where there is such a sidewalk in North <br />Olmsted so he can go see it. Mr. Rymarczyk pointed out that requirement is now part of the <br />code. Mr. Koeth reminded the applicant they need to provide photometrics that show the light <br />fixtures. He added the board would like to see what they plan on doing with the ground sign. <br />W. George said they will not be doing anything with signage. Mr. Koeth indicated they need to <br />see the lot consolidation. They rieed to show something regarding the buffer. He said they can <br />show a mound or something to keep the buffer in between the building and the parking. Mr. <br />Rymarczyk informed them that curbing is required. <br />R. Koeth made a motion to table Pepper Joe's Restaurant at 24532 Lorain Road until the requests <br />are inet. The motion was seconded by S. Asseff and unanimously approved. <br />IV. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />IV. COMMUNICATIONS: Chairman Koeth mentioned the upcoming Planning Commission work <br />session. Mr. O'Malley indicated he contacted Mr. Smerigan's office and confirmed the meetings <br />are set for July 16th and July 30th at 7:30 in the caucus room. Mr. Koeth indicated he would like <br />the next meeting to be an hour and a half in length. Mrs. O'Rourke inquired if the meeting is <br />?., . <br />6
