Mr. Gareau; <br />the Attorney and Mr. Schmidt; the owner came forward to review the request. W. Gareau <br />suggested that he would like to discuss that historically 5 years ago this land was granted a Use <br />Variance. Mr. Schmidt came before the Planning Commission, Board of Zoning Appeals and <br />Board of Zoning and Development to place an indoor soccer field on industrial zoned property. <br />This board, City Council, NOSO and the community were all in favor of the Soccer Complex and <br />indeed there is now a Soccer Complex in the Industrial Park area. The problem now is that there is <br />additional land and the owner would like to build an additional 2,200 square foot building for <br />Soccer. However, Mr. Schmidt will require financing as well as another Use Variance, which <br />financial institutes do not like. Lenders are not open to allowing their investments to be subject to <br />variances. Mr. Gareau suggested that as he was familiar with the zoning Codes in North Olmsted it <br />would make since to rezone the parcel in question. This parcel has I-480 running behind the lot and <br />would not really accommodate industrial development. It seamed logical to request the zoning be <br />changed to Motor Service District. Motor Service District was added to North Olmsted's zoning <br />code many years ago and there has never been any parcel of land zoned for that use. In regards to <br />this area being so close to North Ridgeville, it to is zoned similarly to what they are requesting. <br />The 1Vlotor Service District under the Master Plan is a limited Retail. The master plan looks at the <br />West Side of the City to have limitation on the amount of Retail allowed. They would like to <br />request that the entire acreage be rezoned to a use that is compatible to what it is currently being <br />used for. Under the current definition of 1Vlotor Service I)istrict, it does not include a regional sport <br />facility. The owner (Mr. Schmidt) has been contacted about using his facility for conventions, trade <br />shows and things of that nature. The Planning Commission would first have to adopt changes to the <br />Motor Service District. His client could request the parcel be rezoned to General Retail but they do <br />not want to see strip shopping centers. Mr. Gareau suggested that his format for the proposed <br />changes in the code does not permit strip centers. However, it would allow Hotels, Motels and <br />Restaurants. He believes that all the small lots here and across the street will never be developed as <br />Industrial unless all the lots are combined, the lots are just to small. The rationale of this request is <br />(1), Change the Zoning Code to make what is there compatible so the owner can receive financing <br />and have a use compatible to what he has now. (2), Itezone the land to that use. Mr. Schmidt <br />indicated that the current Soccer Complex has been in place since 1997. Two years ago, an <br />addition was added to include a third field and it has been a great success. They not only hold local <br />tournaments; last week they hosted a regional tournament, which did very well. In two weeks, <br />there will be a Horida cup tournament. This tournament is for teams, which will advance and have <br />a chance to go to Korea all expenses paid. They receive requests to be hosts for tournaments on <br />regular bases. They work with the YMCA in the summer months and would like to start offering <br />conventions and trade shows as well. The IX Center is very big and some of the vendors have <br />voiced that the IX Center is just to big and they get lost in the crowd. This area is ideal as it is right <br />on the highway and North Olmsted has the Hotels, Restaurants and the Mall to bring the people <br />here. In this next stage the banking industry is looking at how all this can happen when Variances <br />are required each step of the way. The Banks want to make sure that everything is in line to make <br />sure that the vendors or patrons requesting to use the facility will not have to worry about use <br />conflicts. Mr. Spalding questioned if the building would be adaptable to accommodate trade shows <br />as well as soccer tournaments. Mr. Schmidt reviewed that there would be a fourth field 2,200 <br />square foot with an entranceway right in the center to allow dashboards to be seen and used as a <br />trade building. There is parking throughout the entire site and they feel that this is the right way to <br />go. The primary use will be Soccer in the winter months throughout the site. Mr. Spalding <br />inquired why the neighboring property was not included in the request. Mr. Gareau indicated that it <br />would be inappropriate for him to file to rezone property, which his client does not own. However, <br />6
