Mr. Allan commented <br />that he reviewed the plans and likes what is being done however, he wants to make sure the site <br />does not end up a hangout for thugs and car thieves. Mr. Shaffer suggested that the building has <br />an alarm system as well as a panic button that gets the police summoned. All the board members <br />thought that a security TV camera was going to be in place according to the first tallcs with RTA. <br />Mr. Shaffer suggested that if there were cars at the site after hours the police would investigate <br />the reason for the cars presence. 1VIr. Spalding questioned what type of lighting was to be used in <br />the parking lot. He questioned if the candles of the lights would range between (2') to five (5') in <br />the parking lot. Mr. Sliaffer answered "yes". Mr. Spalding questioned which of the existing <br />trees would be removed from the site. He further questioned if the applicants had met with the <br />City forester regarding existing trees. Mr. Shaffer suggested that for the most part the land is flat <br />however there are a few trees along the edge. They would be happy to meet with the forester to <br />receive his suggestions. He further reviewed that in addition to the sound walls there would be <br />landscaping on both sides of the walls. Mrs. Rech questioned the number of buses that would be <br />visiting the site. She suggested sinking the lot and making the walls 12-foot tall. The buses are <br />13 feat high; the mounds are 3-feet with 6-foot walls which means the buses are going to be <br />higher then the walls. She suggested makinc, the walls 15-feet tall because the fumes and sounds <br />will be coming from the top of the buses that would be higher then the walls. Mr. Shaffer <br />commented that the air study conducted in the area showed that fumes and sounds would not be <br />an issue. Mr. Emling suggested that the height of the walls could be 9-feet tall with 3-foot <br />mounds to make the total height 12-feet tall. Mrs. O'Rourke questioned if the residents would be <br />higher then the wall. Mr. Conway questioned what the finished grade would be compared to the <br />surrounding residents. Mr. Emling suggested that the majority of the site will be 772 and the <br />resident's elevations are at 770 so the wall will be at an 11-foot height. Mr. ShafFer indicated <br />that they would be willing to increase the size of the wall. Mr: Conway questioned if the height <br />of the mounds could handle a 12-foot wall considering weather and wind flow. Mr. Koeth <br />indicated that there would be a 12-foot wall on the resident's side of the wall. Mr. Koeth <br />remarked that he wanted all the residents to understand that once the board requires the wall <br />raised the height will be 3-foot mound with 9-foot tall wall which will total I2-feet. Mr. Hauff <br />indicated that he is concerned about the water runoff from RTA as there is a 4-foot drop in his <br />backyard and he does not want additional problems from RTA's water runoff: Mr. Deichmann <br />indicated that there would have to be a swell along the resident's property line to handle the <br />drainage. The water will have to be diverted to the underground water retention basins. Mr. <br />Shaffer reviewed that under the current codes they are required to put in an irrigation system to <br />water the trees and plants. He fizrther suggested that the land will be grated to send the water to <br />the two (2) catch basins, these catch basins (water retention systems) will be located along the <br />south property line. 1VIr. Koeth reviewed that under today's code everyone including residents <br />have to retain the water on their land. Mr. Hauff suggested that Westlake restricts the hours of _ <br />operation allowed. There-can be no buses before 6:00 a.m. and no buses after 11:00 p. m. He <br />questioned what the hours of operation would be during football and baseball season. Past <br />practice has been buses run. until 2:00 a.m. Mr. Conway directed the residents to talk to the North <br />Olmsted Municipal Bus Line (NOMBL) as they dictate the hours of operation. He believes that <br />currently the sport events come and go from Great Northern mall. Mrs. Yaskowitz suggested <br />that the parking Iot would be in her backyard as well as the new Kennedy Ridge apartments. She <br />questioned why the Park & Ride was not being built on the West Side of town. She believes that <br />there 'should be someone on the site 24-hours a day as there is problems with kids in the area <br />now. She questioned how the residents would be protected from the lights. The light poles will <br />be 15-feet high and the total height of the mounds and wall will be 12-feet. Mr. Allan voiced his <br />5
