Mr. Shaffer indicted a Iight study was conducted and shows there to <br />be no light spilling over the site. Mrs. O'Rourke felt that even if the lights shine down and are <br />backlit they will still look like beacons. Mr. Lasko suggested that the residents concerns are <br />understandable however, they should understand that these are conceptual plan for the area. The <br />board understands that the residents have lost their buffering that was there before and now they <br />have a clear view of Great Northern Mall and the I-480 traffic. However, he believes that as the <br />residents and the commissioners have an opportunity to put the plans together the results will be <br />a dramatic improvement from what is currently there now. The result will be that the residents <br />will not see anything but a pleasing buffer. Mrs. Yaskowitz suggested the board member have <br />the wall in his backyard. Mr. Lasko suggested that the residents are jetting a better product then <br />what other owners/developers could be doing on this lot. Mrs. Yaskowitz questioned how far <br />from the residents property will the buses be. Mr. Shaffer reviewed that the distance from the <br />site to a resident's lot would be 85 feet along the East Side. The distance along the south <br />property line will be 100 feet, alono, the south to north entrance the distance is 75 feet. Mr. <br />Viergutz a neighbor questioned how high RTA buses are. Mr. Shaffer reviewed that buses are <br />different heights i.e. 10', 11' or inore. Mr. Koeth suggested that the board established a height of <br />buses to be 12-feet high. Mr. Hauff suggested that the existing fence has been damaged were <br />RTA has been tearing things: down and questioned who was going to fix the fence. Mr. Koeth <br />asked who own the fence. Mr. Hauff indicated that RTA was now the owner of the fence. Mr. <br />Koeth questioned if there would be 100 feet of chainlink fence as well as a sound wall between <br />Mr. Hauff property and the RTA site. Mr. Hauff answered "yes" and he wanted the fence to stay <br />as he has a dog. Master C,oin a neighbor questioned if every ones property value would go down <br />once the park & ride is iri place. He.further indicated that he did not want to live behind the park <br />& ride. Mr. Bosl a neighbor thought tlie park & ride_ was so close to I-480 it would be easy to. <br />have caxs stolen. The fence around the perimeter could not be high enough for him and believes <br />that there is safety as well as environmental issues still unanswered. He reviewed all the <br />residents in the neighborhood that have dojs. He questioned who did the envirorunental report. <br />Mr. Feke indicated that Bat Associates Inc. did the environmental tests. Mrs. O'Rourke offered <br />Mr. Bosl her copy of the environmental report. Mr. Bosl questioned if the natural gas burned in <br />the buses would give off an odor. Mr. Shaffer the buses are cleaner burning then what was in the <br />past. Nlr. Bosal would like to see the wall 13 feet or higher. Mr. Brake suggested that the <br />current plan was different from what he saw Iast year. He questioned what would be along the <br />north baarder (Kennedy Ridge Road) of the site. Mr. Shaffer indicated that there would be no <br />egress along the north boundary it will just be green space. Mr. Brake voiced his concerns about <br />foot-traffic in that area and asked to have a wall put around the entire perimeter for security <br />reasons. He does not want to see the neighborhood exposed to a half-lit parking Iot right off I- <br />480. He suggested that when the residents were first talking to RTA they were going to put a <br />wall around the entire site now, that has changed. Mr. Brake questioned if a close circuit TV <br />system would be put in place as indicated at past meetings. Mr. Shaffer suggested that he is not <br />sure if a TV system would be added to this site. NIr. Brake voiced that he would like to see the <br />close circuit TV as was promised. The other Park and Ride areas are in commercial areas so <br />there is no comparisons to this site. This is a cul-de-sac area, which is right next to a highway <br />and only monitored once in awhile. If this project is not done, right from the onset it will only _ <br />bring unwanted problems. Mr. Conway suggested getting minutes from prior meetings if in fact <br />minutes were taken. Mr. Spalding questioned why the mounds and wall are not included along <br />the northern boundary. He would like to see the wall placed along the northern property Iine. <br />Mr. Shaffer indicated that they could put up a fence but a sound wall would be very expensive. <br />6
