. <br />The curbs would keep cars from driving into resident's yards. There were questions regarding <br />what monies would be used for the Park & Ride project. As well as deadline dates for the Park <br />& Ride site at the Mall. Ms. Feke assured the commission that RTA had the funds for the project <br />to be completed. Mr. Bosl indicated that according to the RTA study no air studies were done <br />near 5unset Oval. Mr. Clemmer whom wrote the report suggested that the City did not want the <br />residents bothered. Mr. Clemmer voiced that the radius chosen was fine for an accurate study. <br />Mr. Shaffer suggested that they would have studies done on Sunset Oval. NIr. Koeth questioned <br />which residents would allow the air study preforined on their land. A?number of residents <br />volunteered to allow the studies done on their land. Mr. O'Malley Assistant Law Director <br />indicated that O D O T would need to give their approval for the intersection reconfiguration. <br />He questioned if in fact O D O T had given their approval for the reconfigured right of way. Mr. <br />Shaffer suggested that O D O T approved the projected traffic. However, they are still studying <br />the issue of the intersection. The traffic study was forwarded to Columbus for review and will <br />take 2 to 6 weeks to receive O D O T's final decision. Mr. Basl questioned if he could have a <br />copy of the report to study. Mrs. O'Rourke gave her report to Mr. Basl. Mr. Basl questioned if <br />all the property needed to complete the project was acquired. Ms. Feke indicated that there are <br />two properties, which will be taken under, einanate domain and should be completed within the <br />next two months. The road will be public domain therefore, the City of North Olmsted has <br />agreed to acquire the land by emanate doinain. Mr. O'Malley indicated that Council passed a <br />resolution of necessity in December declaring the need for emanate domain proceedings. The <br />Law Director has been working with RTA to start emanate domain proceedings. <br />R. Koeth motioned to table RTA North Olmsted Transit Center: 236-16-014 (Great Northern <br />Blvd. SE of I-480) which consists of a new 300 + car Park-N-Ride lot with a 916 square foot <br />waiting building. With the following recommendations: (1). The windows are to remain the <br />same on the waiting building and no vending inachines on the site until studies from other Park <br />& Rides are completed. (2). The site plans are to be sent to the City Forester for his <br />recommendations. (3). The sound wall will be extended an additional 3-feet to make the.total <br />height of the wall 12-feet tall with mounds that will support the wall i.e. weather and wind taken <br />into consideration. (4). The chain link fence along the southern boundary is to be repaired or <br />replaced and maintained by RTA. (S). RTA is to bring a representative from their safety forces <br />to the next Planning Coininission meeting. The board members recall discussion of a close <br />circuit TV system and would like the representative to address that as well as other safety issue. <br />(6). The board would like to see plans which addresses the northern portion of the lot i.e. chain <br />link fence or something of that nature to extend across the northern property line for safety <br />reasons. (7). The board would like at least three air quality tests performed on three different <br />residential lots abutting the Park & Ride. (8). The board needs to see the report from O D O T to <br />know if they approve the reconfiguration of the intersection. (9). Emanate domain is to be <br />completed before final approval of the project. (10). Tlie board would like to see the minutes <br />from the last time RTA was before their board. Mr. Conway requested clarification regarding <br />emanate domain and O D 0 T's approval being received before the applicant could return to <br />Planning Commission. Chairman, ICoeth indicated that the board wanted status reports on both <br />issues. (11). The applicant needs to subinit cut sheets on the lights. The motion was seconded <br />by W. Spalding and unanimously approved. Motion Carried. Note: in the framing of the motion <br />Mr. Conway asked the applicant if they would be able to make the adjustments the board <br />requested and submit the information in time to make the 2/26/02 meeting.
