« <br />that RTA would have everything ready in time accept the air quality tests results as it takes <br />longer then one week for the results. RTA would submit the results once they are received. The <br />board agreed to receive the air quality test later. <br />3. Rubv Tuesdav Iric 26770 Lorain Road232-26-004, 232-26-003 <br />Proposal consists of demolition of existing building (Elias Big Boy) and the construction of a <br />5300 square foot restaurant (with liquor sales). Note: Variances are required. <br />Chairman Koeth called all interested parties forward to review the proposal. Mr. Conway <br />informed the board members that the applicants would no longer require any variances. Mr. <br />Knouse, with WD Partners, came forward to review the proposal. Mr. Knouse indicated the <br />existing building will be removed an a new 5300 square foot building to house Ruby Tuesdays <br />which will have liquor sales. The building will be built following the current zoning codes. <br />There will be landscaping around the entire building. He suggested that they were present to <br />receive recommendations from the Planning Commission. Mr. Conway questioned where the <br />unloading zone would be located. Mr. Knouse indicated that Ruby Tuesdays really did not need <br />a loading zone. Mr. Conway commented that he spoke with a rep from Ruby Tuesdays and they <br />indicated that the loading area would be dotted in, in the north-west corner of the site plans as <br />required by North Olmsted Zoning Code. Mr. Conway informed the applicant that the Planning <br />Commission could waive the loading zone requireinent, however the area where it would be <br />placed should be shown on the site plan. Mr. Knouse suggested that deliveries are only made <br />during non-working hours. However, if the board requires a loading zone one will be placed in <br />the north west corner. Mr. Knouse believed that the site was only required to have 52 parking <br />spaces so they could eliminate two to accommodate the loading zone. Mr. Conway informed the <br />applicant that the site was required to have 119 parking spaces as it is required to have one (1) <br />paring space for every two seats. Mrs. O'Rourke inquired how many trees from the front would <br />be removed. Mr. Knouse suggested that he would try to keep a few but as the parking spaces <br />were needed they could not all be kept. Mr. Conway suggested that the board could have the <br />applicant landbank the front parking spaces to keep the existing trees. All the board members <br />voiced that they would like to see the front area landbanked and have the City Forester look at <br />the site with the applicant to suggest what should be saved. N1r. Koeth questioned if the delivery <br />trucks would have the turning radius to enter and Ieave. Mr. Knouse reviewed that they use 55- <br />foot trucks and they would not have a problem with the turning radius. The deliveries are in the <br />inorning hours before 10:00 am so there will be no patrons. Mr. Koeth questioned why the handi <br />cap parking was located on the north west corner of the building. Mr. Knouse reviewed that the <br />entrance would be located on the south west corner of the building. They do not like to line the <br />handi cap parking up right in front of the entrance as that is were the pedestrian trafFic is located. <br />The entrance is located on the south west corner of the building it will not face Lorain Road. Mr. <br />Koeth requested to see the cut sheet of the lights to be used as well as a photometric plan for the <br />proposal. Mr. Knouse suggested that they did not have a cut sheet or a photometric plan yet. <br />Mr. Koeth indicated that the City requires zero reading at the lot line and the board does not want <br />the light poles any hire then 12-foot hiDh. Mr. Conway indicated that state code minimum is 1 <br />foot candles egress. Therefore, that is what the applicant should go by. Mr. Knouse sujgested <br />there would be many changes to the site plan including new curb cuts. The curb cuts will be in <br />accordance to the Cities Engineers recommendations. Mr. Spalding questioned if there would be <br />a board on board fence used along the perimeter to buffer the neighbors. Mr. Knouse reviewed <br />that there would be a 10-foot landscape buffer as they are boarded by retail. Mr. Koeth <br />requested that the existing guardrail be removed from the site.
