. . 46 <br />explained to the board the purposes of the lighting. NIr. Farrell said Mr. Parsons could address the <br />board but he believes what he would present is the fact that the lights have been lowered and the <br />types of lights being used are hidden, the lenses themselves are up and hidden inside the light and <br />they are directed down and towards the vehicles on the lot. The lights are standardized in the <br />industry and Mr. Parsons has documentation of what NADA indicates should be standard lighting <br />for outdoor lots of this nature. The poles they recommend would range anywhere from 18-26' in <br />height with the same type of wattage and luminary ability that they have asked for. The fact is they <br />have cut poles down to 15' and they are a little over the sight line from the properties on Dewey and <br />he believes the evergreen trees, given time, will grow to heights that will block those lights from the <br />residents of Dewey. His clients have indicated they are more than willing to place a 6' high wooden <br />fence on that mound if the commission feels that will better appease the residents. Mr. Koeth <br />questioned the figure of 15' and said if that includes a 2' base, the actual figure is 17'. Mr. Farrell <br />confirmed that. Mr. Koeth asked if it would be true of the 10' poles as well, and so they would <br />actually be 12'. Again, Mr. Farrell confirmed that. Mr. Koeth asked how many fixtures are on light <br />pole A. Mr. Farrell indicated there are three and it runs along Lorain Rd. Mr. Koeth asked for the <br />wattage of each light. Mr. Farrell replied 1000 watts. Mr. Koeth said between the entrance into the <br />driveway to the corner of the first building, there is about 80', so there are three lights, two light <br />poles with three liahts, in about 80' and so there is roughly 6000 watts of light in that space. Mr. <br />Farrell said that is correct and it's in accordance to what other dealerships along Lorain Rd. have, <br />and in fact the poles in those dealerships are higher than the ones they are requesting. Mr. Koeth <br />said in a space of 25 yards there is 6000 watts of light. Mr. Farrell confirmed those figures. Mr. <br />Koeth referred baclc to the 11/13/01 meeting in which the commission made requests they thought <br />would look good aesthetically on the property. Mr. Koeth referred to the minutes of that meeting in <br />which they talked about the elimination of the driveway on Dewey, and he indicated 1VIr. Farrell <br />said this was done. Chairman Koeth mentioned the extension of the mound (over proposed drive - <br />24) which Mr. Farrell also said was done, down to the parking space on Dewey. Mr. Koeth said <br />this was good. Mr. Koeth added that the board also asked for the eliinination of a tripod pole to be <br />repiaced with a sinale pole 250 watt light right there on Dewey, which is on the corner. They asked <br />for the elimination of the tripod pole on the corner of Lorain and Dewey. And they also asked that <br />of the next three poles from Dewey to the entry drive on Lorain, that one be eliminated and they <br />space the other two out to cover the display spaces. They asked for the elimination of one of the <br />poles on the.other side of the driveway, which are the two Mr. Koeth has referred to. The three <br />frorit Lorain light poles are to be 400 watt high pressure sodiuin, all other light poles should be 250 <br />watt high pressure sodium, and poles should be 10' with 2' bases not to exceed 12' from the surface <br />of the ground to the lens of the fixture. They asked that there be cutoffs on all light fixtures on the <br />property and also talked about a 6' board on board fence on top of the mound and it would run all <br />the way to the A&K building to the back corner of the All Tune & Lube building. Mr. Koeth said <br />those are the requests that the commission has made. He said when he got the new blueprint, it was <br />the same blueprint that was submitted before without the updates of what they had asked for. He <br />said the point is, based on what was discussed on 11/13, they would like to see the corrections made <br />on the light poles. Mr. Spalding echoed what Mr. Koeth said because they all agreed at that time <br />that is what they wanted. There was a feeling that the lighting was more than adequate. Mr. Farrell <br />said he understands the concerns of the commission and added he had the opportunity to review the <br />11/13 minutes and discussed it with his client, Mr. Parsons the lighting expert, Mr. Halleen, and Mr. <br />Kula, who is the operator of that lot. Mr. Farrell said the problem with using the sodium lights is <br />they are impractical under the circumstances. Sodium lights are nice if you are going to highlight a <br />building like they did across the street for the CVS building. It is not practical in showing cars <br />because those lights do not show a customer or drive-by customer the true colors of the vehicles and <br />so it defeats the purpose of displaying the automobiles in such a fashion. The purpose of having the <br />lights along Lorain Road is to have a showcase for the dealership and what the board is asking <br />2
