the NADA recommends. 'I'hat was the reason for using those types of poles and fixtures. He said <br />that sounds like a lot of light but in relationship to other competitive spots it is more brightly lit and <br />that is the goal. Mr. Spalding said it is a tremendous amount of light to which Mr. Parsons replied <br />they are trying to draw in people, merchandise and market in a fair fashion, their "jewelry counter" <br />on that front line. Mr. Spalding asked if he is familiar with Great Northern Dodge and what they <br />have in terms of foot candle levels. Mr. Parsons said he is not familiar with it. Mr. Spalding said he <br />is interested in what some of the other dealerships .have for foot candles on their displays on Lorain <br />Road. Mr. Farrell said he checked .the dealerships along Lorain Road and he indicated that Great <br />Northern Dodge has 270' of show space along Lorain and they average a light every 13'. The lights <br />they are proposing at Halleen KIA are 26' per light. Mr. Spalding inquired as to the foot candle <br />level at Great Northern Dodge. Mr. Farrell had not measured those levels but he spoke with the <br />dealerships to find out the wattage on the poles and they are using 1000 watt lights along Lorain <br />Road. The other dealership he contacted was the Motorcars dealership just west of his client. Mr. <br />Hreha asked how many fixtures are on each pole. Mr. Farrell said Great Northern Dodge has 21 <br />lights, which would be the bulbs, in a 270' span. Mr. Hreha asked how many Halleen KIA would <br />have and Mr. Farrell replied 15. Mr. Spalding said 15 plus the two at the corner. Mr. Par.sons said <br />those two are significantly greater distance away from the merchandised front line. W. Asseff <br />asked why they would be needed then. Mr. Parsons indicated they are two-headed fixtures. Mr. <br />Koeth asked him to confirm they are 1000 watts, and it was confirmed. - Mr. Spalding then asked <br />why they would be needed at the corner since they are not used for displaying. Mr. Farrell said:they <br />have show cars along Lorain and they come up Dewey in front of the mound. Mr. Lasko brought <br />up the area at the corner of Dewey and Lorain and asked if it is a landscape area rather than a show <br />area to which Mr. Farrell responded yes. Mr. Lasko said it is right at the area where the two-headed <br />fixture is and there is landscape. Mr. Farrell said there is landscape in that corner but referred to the <br />blueprint and said there is parking space there. Mr. Parsons said that space is to merchandise the <br />cars on either side. NIr. Spalding said you won't be attracting customers on Dewey, you will be <br />getting customers from what you see on Lorain. He asked how they could see the cars on Dewey. <br />Mr. Parsons'said to bear in mind there is a uniformity issue too: They have dropped it from 3 down <br />to 2 lessening the foot candle values in that space, but it is still a priine merchandising space where <br />people are coming in and walking around and viewing the cars. Mr. Spalding pointed out there is <br />no entrance drive there at all. Mr. Koeth mentioned that right across the street is a house. Mr. <br />Parsons' ag'reed but said the foot candle values are .Ol, .02, .03, so we're talking' about one <br />hundredths, two hundredths of a foot candle. From a practical standpoint you cannot measure that <br />with a meter. A half a foot candle is generally recommended for security` lighting, for safe walkway <br />lighting, so they are far under the half a foot candle. Mr. Koeth said what the board typically calls <br />for is zero at the lot Iine, and there is spillage. Mr. Farrell indicated that across the street from the D <br />light poles is commercial property and the first house is further north down Dewey Road well inside <br />where the mound is. Mr. Koeth inforined Mr. Farrell that in looking at the lighting plan, actually in <br />their front yard there is .02 on Dewey, on Dewey street is .05, in the middle of Dewey Road it is <br />.14, and getting closer to where the D lighting is, it is 4.32, 4.62. Mr. Koeth added this is one of the <br />areas where the board has always tried to appease the neighbors, that there is not spillage on the lot <br />line and onto their property, from Halleen KIA property. Mr. Farrell said Mr. Parsons was trying to <br />indicate to the commission that those amounts that are on the photometric chart are negligible, <br />barely measurable. 1VIr. Asseff said that might be the case across the street but when you are on the <br />street it is very measurable. Mr. Koeth said at the tip of the mound it is 4.62, at the foot of the <br />mound on Dewey Road. Mr. Spalding said there is much too much lighting at that end. Mr. Farrell <br />said because of the streetlights on Dewey, the light spilling over onto the road does not <br />overcompensate for the light they already have there. Mr. Parsons pointed out that the values <br />shown are computer generated and take nothing into account froin existing lighting fixtures already <br />there, the roadway lighting. Existing roadway lighting would blow away .02 foot candles. He said <br />4
