Mr. Hreha said all he is asking him to do is what he already said, that the photometrics do not take <br />into account any other lighting but this would be in addition to the lighting or the spillage that is <br />already there. Mr. Hreha said don't add any, make it zero at the lot line. Mr. Koeth asked for <br />clarification from Mr. Parsons on the back lots. Mr. Koeth asked if the back lots are being used for <br />auto storage, or if they are part of the showroom. Mr. Koeth indicated that Mr. Parsons had said <br />people can walk back through there and asked if this was accurate. 1VIr. Parsons said it is basically <br />storage, it's not merchandising area, but it is an area where people walk,through to view cars. Mr. <br />Lasko asked if it's storage for new vehicles that are in inventory, being held in inventory for sale if <br />someone coines in. Mr. Parsons said that is right. Mr. Spalding inquired as to whether a salesman <br />would have to accompany a person back there. Mr. Parsons said a person would not have to be <br />escorted, it's like any dealership. There is a main merchandising area where your cars are and other <br />cars are stored in other areas where you can walk around. Mr. Koeth said that is not part of what <br />the variances called for. That was supposed to be just auto storage, not a showroom. Mr. Parsons <br />indicated it's not being merchandised, it's a storage area where people have the ability to look at a <br />car. Mr. Spalding said he had a question about spillage onto Lorain. He has not compared this site <br />to other auto dealerships but there seems to be quite a bit of light coming out onto Lorain Road. He <br />wonders whether or not that glare or potential glare for drivers may be extreme. He thinks the lot is <br />much closer to where the cars are going to be than other dealerships where they are further back. <br />He questioned if this dealership is much closer. Mr. 1'arsons said he is not very familiar with the <br />west side, but he saw dealerships on Lorain and what he viewed was they are essentially the same, <br />they are not set back a lot further. Mr. Spalding said he would like to checlc that out because it <br />seems awfully close and he is concerned about that spillage onto Lorain. Mr. Koeth asked for <br />questions about landscaping. Mr. Asseff asked if the landscaping is irrigated. Mr. Farrell said it is <br />not irrigated and the reason is because originally when the plans were calling for a 75' set back, <br />there were calls for irrigation. The Board of Zoning Appeals granted a variance; they don't have <br />that set back any longer. Their green space consists of evergreens and shrubs that are very hearty. <br />He has a letter from the landscaper who indicated it is not necessary for irrigation to maintain those <br />plants. He said with respect to the mound area, it is not going to be grass. It will be a wood chip <br />base on the entire inound so there is no need to be watering that. Mr. Rymarczyk said it is required <br />by the zoning code to have irrigation, irrigation for any landscaped areas whether it is trees, grass, <br />flower. Mr. Spalding asked if they reviewed the memo from the city forester as to his <br />recommendation. Mr. Farrell said he had not seen that meino. Mr. Spalding indicated the forester <br />had about five recoininendations. Mr. Rymarczyk said the recommendations were not in regard to <br />irrigation but rather to plantings. Mr. Farrell was given a copy of the memo. Mr. Koeth informed <br />the board members they might have to stop at 8:30 because there is a brief council meeting, which <br />may require they take a recess. Mr. Koeth asked for audience comments or questions. Mr. Robert <br />Hebebrand of 5181 Dewey Road came forward and said he did not understand all the numbers. Mr. <br />Koeth asked Mr. Farrell to turn the chart and informed the other residents they are welcome to coine <br />up to take a look. Mr. Farrell then explained the lighting to the residents and answered some of <br />their questions. The board conferred while Mr. Farrell talked with the residents. Mr. Koeth asked <br />for questions from the audience and said they are pressed for time because Council has a special <br />meeting at 8:30 so he'd like to get to a point where they either recess and then come back, or <br />hopefully wrap things up before 8:30. Mr. Hebebrand said he would like a wall about 6' high <br />instead of dirt mounds. It would give them more parking and it would look better. Mr. O'Malley, <br />Assistant Law Director, informed the board that Council is not ready to move into chambers so <br />there may be more time before determining whether to recess or continue. Sarah Shimmelfane of <br />5120 Dewey Road, formerly of 5212 Dewey, said at one of the last meetings that she attended they <br />addressed the engineering problems. Now being a resident at the dead end of the street, she is very <br />concerned about the water run off and believes there was going to be soinething addressed with <br />engineering about where the water would go now that all this paving would be done.
