The resident said in her opinion it is <br />not too early because it is known as "Lake Dewey" at her end of the street and she believes Mr. <br />Limpert has photographs of Lake Dewey. She would like to be on record again bringing up that <br />issue. She indicated it was the first time she heard there would be inulch on the mounds. If that <br />mulch is like what she has, it falls off the mound very quickly, so she has that as a concern. Jim <br />Pacsuta of 5244 Dewey said the house he lives in has been in his family since 1939 and he would <br />like to raise his fainily there also. His biggest issue is the inounding. If he has to come down the <br />road every day, he doesn't want to see a car lot, live in the middle of a car lot. A landscaped mound <br />would be nice with a fence on top. He has worked for a tree farm for 13 years and knowing the <br />growth of evergreens, once you transplant an evergreen it usually takes at least 2 years for it to re- <br />root and take to the ground and you will develop a series of rings on the trees that tend not to make <br />them so full and to cover up the scenery. His suggestion would be the fence and a nicely <br />landscaped mound therefore they would not have to see the automobiles when they pull down their <br />street. They would be out of site, out of mind. Mr. Koeth asked if one of the recommendations he <br />was talking about is a 6' mound and then putting a 6' fence on top of the mound. Mr. Pacsuta said <br />yes, his house is approximately 3' above grade right now, he is 6' and that puts him at 9', from his <br />house he would be looking out at the cars. So a 6' mound and a 6' fence is 12' right there, so he <br />thinks it would have to be every bit of 12' total. Christine Dorey came forward and indicated she is <br />also spealcing for her mother, Mara erite Smith. Ms. Dorey lives at 5120 Dewey and her mother <br />lives at 5212. They have been on the street for 41 years. She has two concerns, also the mounding. <br />As a neighborhood they are completely in compliance with the wishes of the commission to put a <br />fence on top of the mound. They don't care about evergreens because thin;s shine through and <br />evergreens die and it talces years to replace them. The fence seeins to be the most expedient and <br />most complete solution. The other concern she has is, in all the discussion of the lights, whether it's <br />white light or yellow light, what seems to have gotten lost is the fact that all the measurements for <br />the foot candles are taken off of black, and it's not shiny black, and cars are shiny objects, and they <br />have shiny windows on them and they are not all black. And the reflection off of non-black <br />surfaces increases the amount of spillage and that ainount of spillage is not recorded in the markings <br />on the diagram, so•she is very concerned that the board keeps to the zero at the lot line limit. She <br />also urged that the lights in the back of the lot be the sodium lights rather than the metal halide <br />lights. If people can't carry the color from the front of the lot to the back of the lot, slie can't see that <br />the color will be the primary interest for them. She thanked Halleen for bringing the neighborhood <br />together so inuch in fighting so many of the proposals they have brought forward. Mr. Koeth <br />conferred with the board ineinbers on what recominendations would be inade. They agreed on the <br />6' board on board fence. 1VIr. Koeth proposed a motion for Halleen KIA, parcels 232-10-025, 232- <br />10-024, and 232-10-023, with the following recommendations. First, that the 2light fixtures D, one <br />that is on Dewey Road and the one in the corner, both be eliminated. Of the three that are left <br />between Dewey and the entrance, they would like them spaced out, the one closest to Dewey, they <br />are looking for zero at the lot line there. For those three, they want them spaced out. They would <br />like to eliminate the one from the entrance way to the showroom, eliminate one of the poles and <br />center that pole in that space there. They are not opposed to light.pole B that is in the center of what <br />is considered the show area display. The recommendation for that would still be at 400 watts. The <br />light poles that are on Lorain Road they want to go with what is in the plan. They are not opposed <br />to metal halide on Lorain. Light pole B which is in the middle of the lot, that can be metal halide <br />but he would recommend 400 watts for each one of the fixtures. Mr. Farrell indicated B is 400 <br />watts. Mr. Koeth said in the back where it is considered auto storage, against the lot line, against <br />the mound, light pole C should be sodium at 250, which they are. Light pole B in the auto storage <br />area should also be sodium and 400 for each fixture. Mr. Spalding questioned if that is actually <br />light pole C and it is at 250 watts since it is storage area. He asked if they need 400 there. Mr. <br />7
